Цифрова економіка України:проблеми та перспективи розвитку

Abstract

У статті розглянуто особливості розвитку цифрової економіки в Україні. Охарактеризовано показники цифровізації економіки в державі відповідно до інструменту оцінювання розвитку цифрової економіки і суспільства в ЄС, тобто так званого цифрового табло. Взято до уваги такі показники, як доступ до широкосмугового Інтернету та його якість, цифрові навички та людський капітал, використання інформаційно-комунікативних технологій громадянами та бізнесом; цифрові публічні послуги. Виокремлено основні проблеми та перешкоди, які обмежують розвиток «digital- економіки». З'ясовано, що розвиток цифрової економіки може стати важливим механізмом трансформації й відходу від старої прорадянської системи управління та побудови відносин, підвищення конкурентоспроможності та економічного розвитку держави.

The article considers the peculiarities of the development of the digital economy in Ukraine. It was characterized the indicators of digitization of the economy in the state in accordance with the instrument for assessing the development of the digital economy and society in the EU, that is, the so-called digital scoreboard. Taking into account indicators such as broadband Internet access and its quality, digital skills and human capital, the use of information and communication technologies by citizens and business; digital public services. The main problems and obstacles limiting the development of the digital economy are outlined. The most significant of them are the following: insufficiently developed infrastructure in the implementation and development of the digital economy in Ukraine, low technological education, accessibility not to all citizens of the benefits and opportunities of the digital world, territorial digital inequality, outdated technology in public organizations and structures, low level of state support the modernization of the basic means of production on a digital basis, the existence of most projects on paper and the lack of their implementation in practice. It is revealed that the introduction of elements of the digital economy requires legislative registration. It is characterized that the role of the state in the conduct of the digital economy is double. Firstly, as a regulator that implements and sets standards. Secondly, the state can use the Internet and information technology directly when providing its services in online trade, e-government. It is substantiated that the development of the digital economy can become an important mechanism of transformation and departure from the old pro-Soviet system of governance and building of mutual relations, raising the competitiveness and economic development of the state.
