Аналіз впливу деяких зовнішніх факторів на інклюзивну зайнятість

Abstract

Інклюзивна зайнятість є однією з гострих та актуальних проблем. Нині в суспільстві ще й досі присутній стереотип про те, що особа з обмеженими можливостями не може та не має бажання працювати. Проте серед інвалідів є значна кількість охочих реалізувати себе у трудовій діяльності. Тому ця стаття присвячена питанню аналізу деяких зовнішніх факторів впливу на трудову діяльність осіб із обмеженими можливостями, які відповідно мають вплив на рівень їхнього життя, освіту, перепідготовку або підвищення кваліфікації. У результаті дослідження було окреслено динаміку базових показників інклюзивної зайнятості та проведена діагностика географічних, демографічних, освітніх чинників у сфері інклюзивної зайнятості, що дасть змогу виокремити їхні особливості для подальшої можливості удо- сконалення механізмів реалізації заходів щодо сприяння трудовій діяльності інвалідів.

Inclusive employment is one of the acute and topical issues. Today, in the sociey coscience, persist a stereotype that a person with disabilities can not and has no desire to work. However, among the disabled there is a significant number of those who wish to realize themselves in the work. Therefore, this article is devoted to the analysis of some exte rnal factors affecting the work activity of persons with disabilities, which respectively have an impact on their level of life, education, retraining or advanced training. Various problems arising from the employment of disabled people are the subject of studies by Ukrainian and foreign authors. Among such foreign studies, three thematic directions can be distinguished. The first is the study of legislation defining the rights of persons with disabilities. The second direction is represented by works on the standard of living of the disabled, their social participation and economic activity. The third direction is the study of the effectiveness of measures to promote the employment of people with disabilities. The attention of Ukrainian researchers is mainly focused on determining the effectiveness of state measures on the employment of disabled people, in assessing the economic damage caused by disability, and identifying the needs of disabled people in employment. The above aspects can be realized at a thorough analysis of the influence of factors on the competitiveness of people with disabilities when entering the labor market, which determined the relevance of the research, practical and scientific significance. As a result of the study, the dynamics of the main indicators of inclusive employment was outlined and a geographical diagnosis was made using the indices of changes in the number of people with disabilities by regions and in general in Ukraine, demographic (age, marital status, type of household) and educational factors based on vocational retraining indicators and qualification development in the field of inclusive employment, which will allow to highlight their features in order to further improve the mechanisms. taking measures to promote the work of the disabled. The obtained characteristic of external factors for inclusive employment will allow to take comprehensive consideration of qualitative features of persons with disabilities, improve ways of attracting and encouraging in the field of labor activity.
