Грошове забезпечення військовослужбовців – один із найважливіших елементів їх матеріального становища та мотивації на службі

Abstract

З урахуванням того, що в Україні сьогодні триває війна у зв’язку зі збройною російською агресією, особливого значення набуває переосмислення специфіки соціального захисту військовослужбовців, які виконують особливу роботу спрямовану на захист Вітчизни. Мета статті дослідити грошове забезпечення військовослужбовців як один із найважливіших елементів їх матеріального становища та мотивації на службі. Оскільки сьогодні грошове забезпечення військовослужбовців з огляду на тривалу загальну мобілізацію і збільшення кількості тих, хто змушений одночасно захищати незалежність держави та дбати про добробут своїх родин є предметом суспільних дискусій. Зазначено, що грошове забезпечення військовослужбовців має відповідати сучасним реаліям, забезпечувати стабільність, його розміри мають відображати рівень фізичного і морального навантаження, враховувати ризики й створювати належні матеріальні умови для життя військовослужбовців та членів їх сімей. Зроблено висновок, що гідне грошове забезпечення військовослужбовців неможливе без фундаментального нормативно-правового забезпечення, яке не лише містить відповідні соціальні права, а й забезпечує соціальні гарантії їх реалізації. Тому, підтримуючи позиції інших науковців, запропоновано розробити законодавчий акт, в якому були б закріплені основні засади грошового забезпечення військовослужбовців, зокрема, розробити законопроєкт щодо грошового забезпечення військовослужбовців, який сприятиме універсалізації та консолідації норм про винагороду військовослужбовців на законодавчому рівні, а відтак – становитиме собою додаткову важливу гарантію забезпечення права вказаних працівників на винагороду.

Taking into account the fact that there is a war going on in Ukraine today in connection with armed Russian aggression, rethinking the specifics of social protection of military personnel, who perform special work aimed at protecting the Motherland, is of particular importance. The purpose of the article is to investigate the financial support of military personnel as one of the most important elements of their financial situation and motivation in the service. Because today, in view of the long general mobilization and the increase in the number of those who are forced to simultaneously protect the independence of the state and take care of the well-being of their families, the financial support of military personnel is the subject of public discussions. It is noted that the financial support of military personnel should correspond to modern realities, ensure stability, its dimensions should reflect the level of physical and moral stress, take into account risks and create appropriate material conditions for the life of military personnel and their family members. It was concluded that a decent financial support of military personnel is impossible without fundamental normative and legal support, which not only contains the relevant social rights, but also provides social guarantees for their implementation. Therefore, supporting the positions of other scientists, it is proposed to develop a legislative act, which would enshrine the basic principles of monetary support for military personnel, in particular, to develop a draft law on monetary support for military personnel, which will contribute to the universalization and consolidation of norms on the remuneration of military personnel at the legislative level, and therefore - will constitute a an additional important guarantee of ensuring the right of the specified employees to remuneration.
