Сучасні аспекти реструктуризації транспортних підприємств

Abstract

У роботі розглядаються сучасні проблеми реструктуризації транспортних підприємств. Перехід до рин- кових відносин, формування товарних, фінансових ринків і конкуренція висувають нові жорсткі вимоги до транспорт- них підприємств. Однією з таких вимог є реструктуризація, внаслідок якої відбуваються глибокі зміни структури і технології виробництва, управління господарськими процесами і збутом продукції, а в кінцевому підсумку поліпшу- ються фінансово-економічні показники. Але більшість транспортних підприємств не змогла адаптуватися до ринку і системи управління. Збитковість виробництва, а також неможливість набору і навчання нових кадрів без скорочення працюючих для формування служб фінансового, маркетингового та іншого менеджменту стримують можливість під- вищувати ефективність і конкурентоспроможність виробництва. У такому становищі опинилися багато транспортних підприємств, керівники яких усе більше усвідомлюють необхідність оновлення виробничої діяльності та організації управління, комплексного перетворення структури активів і пасивів.

В работе рассматриваются современные проблемы реструктуризации транспортных предприятий. Переход к рыночным отношениям, формирование товарных, финансовых рынков и конкуренция предъявляют новые жесткие требования к транспортным предприятиям. Одним из таких требований является реструктуризация, в резуль- тате которой происходят глубокие изменения структуры и технологии производства, управления хозяйственными про- цессами и сбыта продукции, а в конечном итоге улучшаются финансово-экономические показатели. Но большинство транспортных предприятий не смогло адаптироваться к рынку и системе управления. Убыточность производства, а также невозможность набора и обучения новых кадров без сокращения работающих для формирования служб финан- сового, маркетингового и другого менеджмента сдерживают возможность повышать эффективность и конкурентоспо- собность производства. В таком положении оказались многие транспортные предприятия, руководители которых все больше осознают необходимость обновления производственной деятельности и организации управления, комплексно- го преобразования структуры активов и пассивов.

The article is devoted to the issues of restructuring of transport enterprises. Restructuring transport companies should be developed and implemented on their own, without any government support, due to the lack of clear development programs. By the level of technology, Ukrainian transport companies lag behind on average from the West for ten to fifteen years, and by the level of organizational consciousness – for twenty years. In the future, the development of the concept of state transport policy and target development program should have the goal – the withdrawal of enterprises of the transport complex from the crisis, the creation of prerequisites for its stable and safe functioning, increase in the needs of transport services of the population and the economy in conditions of economic growth. For the current situation, the exit from the crisis, enterprises need to carry out global modernization – both production and management. One can cite a typical example – the transition to self-financing schemes of the functioning of enterprises, in which many enterprises were limited. Independence that collapsed on enterprises as a result of the introduction of state transparency, inability to use it, violation of the normal cycle of work of the enterprise in the background of a sharply changing political and social life, violation of traditional ties between suppliers and consumers of products, and as a result, in some in cases of restoration of solid centralization – all this goes against the backdrop of an imperfect banking system. Therefore, the restructuring should be considered as the main stage of reforming the enterprise for the further implementation of measures for the investment development of production and the formation of the optimal structure of owners. However, it must be remembered that the restructuring of the transport enterprise is possible and yields positive results only if there are production and investment programs, justifying the financial and economic feasibility of creating new structures, potential investors, registration of movable and immovable property in accordance with the current legislation, support of options for reorganization by business owners.
