The dissertation deals with the problems of functioning of the party system in united Germany as well as with the mechanism of interaction between governmental bodies and political parties in 1990-2005. The political and legal analysis of modern party legislation in the Federal Republic of Germany is carried out, the main trends of the legal control of the political parties’ activity are singled out, the peculiarities of the party-government interaction are determined. The thesis is also concerned with the role of parties in ensuring the functioning of the system of governmental bodies in Germany. The author determines the factors and the degree of influence of parties on the formation and functioning of the higher constitutional governmental bodies. By comparing the party and the political staff of the federal and land bodies of executive and legislative branches the author reveals the peculiarities of party representation on the central and regional levels of the parliamentary-governmental system in the Federal Republic in Germany. Special attention is paid to the description of the main members and factors of the interaction between parties and it made possible to reveal stable coalitional ties between the main parties. The analysis of the interaction mechanism of the parties and the government as well as the structural elements of the party system in Germany enabled the author to come to the conclusion as to the nature of German democracy and note the dependence of the stable growth of the political system on the stability of the party system.
