Формула стану розробки проблеми злочинності в умовах пандемії Covid-19

Abstract

Коронакриза, окрім докорінних змін в економічній, політичній, духовній, соціальній сферах, суттєво вплинула на стан злочинності у світі, і зокрема, в Україні. Пандемія COVID-19, змінивши тенденції злочинності, створила передумови для її новітніх трендів. Розвиток нашої країни як демократичної європейської держави потребує розробки та подальшого вдосконалення правових засад боротьби зі злочинністю під час пандемії, пошуків нових методів її дослідження як у дослідницької площині, так й у площині профілактики подібних випадків. На теперішній час у національній та міжнародній науковій спільноті існує чимало публікацій щодо пандемії COVID-19, її негативних тенденцій, наслідків тощо. Але стан наукової розробки проблеми злочинності в умовах пандемії залишається малодослідженим. Таке дослідження забезпечить ґрунтовний аналіз розвитку теоретичної думки про розглядуване явище, що можливо за умови встановлення основних напрямів, за якими слід здійснювати таку оцінку. Погоджуємось з позицією таких науковців, як: А.Ю. Байдалінова, Ю.В. Калініченко, М.О. Маршуби, які наголошували на необхідності встановлення основних напрямів до-слідження будь-якої кримінологічної проблематики. Враховуючи таке судження та багатоаспектність досліджуваної нами тематики, вважаємо за необхідне дослідити стан розробки проблеми злочинності в умовах пандемії COVID-19 за такими напрямами: опрацювання понятійного апарату; оцінка теоретичних напрацювань національної та міжнародної наукової спільноти; міжнародне співробітництво; встановлення міждисциплінарних зв’язків та запозичення окремих напрацювань з інших дисциплін; виявлення проблемних аспектів, пов’язаних із дослідженням злочинності в умовах пандемії. Варто наголосити, що необхідний ступінь обґрунтованості нового знання можливо сформувати спираючись на практичний досвід організацій, які здійснюють правоохоронну діяльність на міжнародному рівні.

The corona crisis, in addition to radical changes in the economic, political, spiritual and social spheres, significantly affected the state of crime in the world, and in particular, in Ukraine. The COVID-19 pandemic, having changed crime trends, created the prerequisites for the new types of crimes. The development of our country as a democratic European state requires the development and further improvement of the legal framework for combating crime during the pandemic, the search for new methods of its investigation and prevention. Currently, there are many publications in the national and international scientific community about the Covid-19 pandemic, its negative trends, consequences, etc. But scientific development state of the problem of crime under the conditions of the pandemic remains understudied. Such study will provide a thorough analysis of the development of the theoretical opinion on the mentioned above phenomenon which is possible if the main assessment directions are established. We agree with the position of such scientists as: A.Yu. Baidalinova, Yu.V. Kalinichenko, M.O. Marshuba, who emphasized the need to establish the main research directions of any criminological problem. Taking into account this judgment and the multifaceted nature of the researched topic, we consider it necessary to investigate the state of development of the problem of crime in the conditions of the pandemic in the following directions: elaboration of the conceptual apparatus; assessment of theoretical developments of the national and international scientific community; international cooperation; establishment of interdisciplinary connections and borrowing of individual developments from other disciplines; identification of problematic aspects related to the investigation of crime in the conditions of the pandemic. It should be emphasized that the necessary degree of validity of new knowledge can be formed based on the practical experience of organizations that carry out law enforcement activities at the international level.
