Фахова передвища освіта як об’єкт публічного адміністрування

Abstract

У статті зроблено спробу розглянути, на підставі аналізу доктринальних та нормативних джерел, фахову передвищу освіту як об’єкт публічного адміністрування. Зокрема, зазначено, що мета фахової передвищої освіти має загальний та індивідуальний (спеціальний) характер, широке та вузьке розуміння. У вузькому розумінні фахова передвища освіта спрямована на формування та розвиток певного рівня кваліфікації, який буде підтверджувати здатність особи виконувати спеціалізовані завдання у певній галузі професійної діяльності або у процесі навчання, що вимагає застосування положень і методів відповідних наук та може характеризуватися певною невизначеністю умов; відповідальність за результати своєї діяльності; здійснення контролю інших осіб у визначених ситуаціях. Загальною метою фахової передвищої освіти є – забезпечення сталого соціального, економічного та інноваційного розвитку держави за рахунок якісної підготовки конкурентоздатного людського капіталу та посилення зв’язку суспільства та фахової передвищої освіти. У свою чергу, під час окреслення принципів публічного адміністрування у сфері фахової передвищої освіти авторами запропоновано відштовхуватися від відповідних засад державної політики у цій сфері, закрпілені у спеціальному законі. Серед компонентів системи фахової передвищої освіти окреслено: заклади фахової передвищої освіти; галузі знань і спеціальності; ліцензійні умови провадження освітньої діяльності; стандарти фахової передвищої освіти; органи, що здійснюють управління, нагляд та контроль у сфері фахової передвищої освіти; науково-методичні (навчально-методичні) установи; учасники освітнього процесу. Сформульовано тезу про те, що фахова передвища освіта як об’єкт публічного адміністрування – це соціальна система, що складається із відповідних взаємопов’язаних компонентів, що функціонують за рахунок вертикальних та горизонтальних зв’язків внутрішнього та зовнішнього характеру з метою забезпечення сталого соціального, економічного та інноваційного розвитку держави за рахунок якісної підготовки конкурентоздатного людського капіталу та посилення зв’язку суспільства та фахової передвищої освіти.

The article attempts to consider, based on the analysis of doctrinal and normative sources, vocational pre-higher education as an object of public administration. In particular, it is stated that the purpose of vocational pre-higher education has a general and individual (special) character, a broad and narrow understanding. In a narrow sense, vocational pre-higher education is aimed at the formation and development of a certain level of qualification, which will confirm the ability of a person to perform specialized tasks in a certain field of professional activity or in the learning process, which requires the application of the provisions and methods of the relevant sciences and may be characterized by certain uncertainty of conditions; responsibility for the results of one’s activity; exercising control over other persons in certain situations. The general goal of vocational pre-higher education is to ensure sustainable social, economic and innovative development of the state due to high-quality training of competitive human capital and strengthening the connection between society and vocational higher education.In turn, when outlining the principles of public administration in the field of vocational pre-higher education, the authors suggested starting from the relevant principles of state policy in this field, established in a special law. Among the components of the system of professional preliminary pre-higher education, the following are outlined: institutions of professional preliminary pre-higher education; fields of knowledge and specialty; licensing conditions for conducting educational activities; standards of professional preliminary pre-higher education; bodies carrying out management, supervision and control in the field of professional preliminary pre-higher education; scientific and methodical (educational and methodical) institutions; participants of the educational process.The thesis is formulated that vocational pre-higher education as an object of public administration is a social system consisting of relevant interconnected components that function due to vertical and horizontal connections of an internal and external nature in order to ensure stable social, economic and innovative development of the state due to high-quality training of competitive human capital and strengthening of the connection between society and professional pre-higher education.
