Вплив ситуації з ринком землі в Україні на продовольчу ситуацію в Європі: сучасний стан та перспективи

Abstract

Стаття присвячена аналізу впливу ситуації з ринком землі в Україні на продовольчу ситуацію в Європі з наступним визначенням сучасного стану та перспектив розвитку ринку землі. Актуальність даної статті пов’язана з тим, що агропромисловий комплекс України здійснює вплив на продовольчу ситуацію в інших країнах, що обумовлено не лише зв’язками у частині експорту продукції з нашої країни, але й створенням умов щодо виробництва окремих засобів виробництва (сільськогосподарської техніки) певної продукції. Однак у зв’язку з початком війни агропромисловий комплекс України зазнав значних втрат і збитків. Ситуація ускладняється ще й тим, що окремі посівні площі є замінованими або на них ведуться активні бойові дії, у результаті чого зміщуються строки зби-рання урожаю чи взагалі це є неможливим. Усе це негативно позначається і на продовольчій ситуа-ції в Європі, адже значення України для світової продовольчої безпеки важко переоцінити. Нада-но визначення понять «ринок землі» та «продовольчий ринок». Виокремлено основні завдання, які має виконувати ринок землі. Зауважено, що Україна належить до найбільших експортерів сільськогосподарської продукції в Європі. Наголошено на важливості експорту продукції сільськогосподарського призначення, що зумовлено існуючими сьогодні проблемами з агроринком в європейських країнах. Визначено чинники, які впливають на стан продовольчої ситуації в Європі. Узагальнено кроки, які були здійснені Європейським Союзом для уникнення кризи, пов’язаної з продовольчою безпекою. Зроблено висновок про суттєвий вплив ситуації з ринком землі в Україні на продовольчу ситуацію в Європі, адже країни Європейського Союзу не в змозі забезпечити самостійно продовольчу безпеку на внутрішньому ринку, що зумовлено насамперед несприятливими погодними умовами в європейських країнах, якістю земель та збільшенням населення з інших країн. У зв’язку з описаною вище ситуацією з рин-ком землі в Україні, Євросоюз всіляко намагається підтримувати український експорт, що виявляється здебільшого у значній фінансовій підтримці. За таких умов перспективи розвитку ринку землі в Україні мають досить значний потенціал.

The article is devoted to the analysis of the impact of the situation with the land market in Ukraine on the food situation in Europe, followed by the definition of the current state and prospects for the development of the land market. The relevance of this article is related to the fact that the agro-industrial complex of Ukraine exerts an influence on the food situation in other countries, which is due not only to connections in terms of the export of products from our country, but also to the creation of conditions for the production of certain means of production (agricultural machinery) certain products. However, in connection with the beginning of the war, the agro-industrial complex of Ukraine suffered significant losses and damages. The situation is further complicated by the fact that certain cultivated areas are mined or active combat operations are being carried out on them, as a result of which the harvest dates are shifted or it is impossible at all. All this has a negative impact on the food situation in Europe, because the importance of Ukraine for world food security is difficult to overestimate. Definitions of the concepts «land market» and «food market» are provided. The main tasks to be performed by the land market are highlighted. It is noted that Ukraine is one of the largest exporters of agricultural products in Europe. The importance of the export of agricultural products is emphasized, which is caused by the existing problems with the agricultural market in European countries. Factors affecting the state of the food situation in Europe have been determined. The steps taken by the European Union to avoid a food security crisis are summarized. A conclusion was made about the significant impact of the situation with the land market in Ukraine on the food situation in Europe, because the countries of the European Union are not able to independently ensure food security in the domestic market, which is caused primarily by unfavorable weather conditions in European countries, the quality of the land and the increase in population from other countries . In connection with the above-described situation with the land market in Ukraine, the European Union is trying in every possible way to support Ukrainian exports, which is mostly manifested in significant financial support. Under such conditions, the prospects for the development of the land market in Ukraine have quite significant potential.
