Abstract: The disputes become aggravated over the need to make further changes to the Constitution in Ukraine. Indeed there are a lot of formulations which are not clear and not agreed including those articles which define features of the existing form of the government. Our political scientists determine that since 1996 (New Constitution of Ukraine was adopted) and before January 1, 2006 we had a presidential-parliamentary republic, and then, after making some changes it became a parliamentary-presidential.But actually if we analyze the relevant rates of the Constitution we can concluded: all these years Ukraine has a presidential republic only with some differences. Changes were adopted by the Verkhovna Rada of Ukraine in December 2004 became acting from January 1, 2006. This is only the first step toward a parliamentary republic. Since it`s independence Ukraine experienced all the existing electoral systems in the world. Now elections to the parliament has a proportional system. But the main thing is that we have low political culture, that`s why for any system it is possible to break the will of voters.
