The article presents a consolidated conceptualization of cognitive warfare as a paradigm of non-kinetic confrontation that shifts the emphasis from controlling data flows to the targeted shaping of perception, memory, emotions, and decision-making. Following the annexation of Crimea, there was a turn from a technocentric understanding of “information warfare” to a “battle for the mind,” in which cognitive frames and semantic shifts are decisive. The evolution of NATO’s approach can be traced from Allied Command Transformation initiatives to the institutional “pivot” of 2020–2021, when the Innovation Hub designated the “human mind” as a battlespace and, in effect, a sixth domain of warfare. The theoretical core is set out in The Cognitive Warfare Concept, which defines cognitive warfare as “the use of technological means to alter the cognition of target groups,” integrating cyber operations, PSYOPS, neuroscience, and sociotechnical practices; it also differentiates the levels of “cognitive conflict” and “cognitive combat.” The institutionalization of the cognitive domain in the PRC is outlined through the creation, in April 2024, of the PLA Information Support Force, intended to “close the loop” from data collection to perception modification. The theoretical foundation draws on the dual-process model of thinking, the illusory truth effect, and choice architecture. The practical dimension is illustrated through Russian information-psychological operations as cognitive operations employing message personalization, multimedia amplification, and repeated reinforcement. The author substantiates the interpretation of these campaigns as attempts to reprogram the target audience’s perception of reality rather than merely to disseminate disinformation. At the same time, a gap is recorded between practice and norm-setting: despite the term’s broad uptake in Ukrainian public discourse, the domestic regulatory base is still being aligned with international approaches. The article proposes an interdisciplinary framework for developing resilience policies enabled by the combination of institutional development, cognitive-behavioral models, and empirical indicators of the media environment. This, in turn, makes it possible to design multi-level counter-strategies for the contemporary information landscape.
