Публічне адміністрування інформаційною сферою у діяльності Державної прикордонної служби України

Abstract

У статті здійснено комплексний аналіз публічного адміністрування інформаційною сферою у діяльності Державної прикордонної служби України (далі – ДПСУ). Актуальність дослідження зумовлена прогресивним зростанням ролі інформації як стратегічного ресурсу держави, інструменту реалізації владних повноважень і водночас об’єкта правового захисту. Обґрунтовано, що ефективність забезпечення прикордонної безпеки безпосередньо залежить від належної організації інформаційних процесів, їх правового регулювання та технологічного забезпечення.Розкрито сутність понять «публічне адміністрування» та «інформаційна сфера», проаналізовано наукові підходи до їх тлумачення та визначено їх значення для функціонування органів публічної влади. Доведено, що інформаційна сфера охоплює сукупність інформаційних ресурсів, інформаційних процесів, інфраструктури, суб’єктів інформаційної діяльності та механізмів правового регулювання, а також включає управління правовими режимами інформації. Встановлено, що у прикордонній діяльності вона має специфічний зміст, обумовлений необхідністю поєднання відкритості публічної влади із забезпеченням національної безпеки.Визначено структурні елементи публічного адміністрування інформаційною сферою у діяльності ДПСУ, зокрема суб’єктну та предметну складові. Суб’єктну складову формують уповноважені підрозділи та посадові особи, що здійснюють інформаційну діяльність, а також інші учасники інформаційних відносин. Предметна складова пов’язана з реалізацією повноважень у сфері охорони державного кордону, включаючи збір, обробку, аналіз, зберігання та поширення інформації. Окрему увагу приділено цифровізації управлінських процесів, впровадженню електронного врядування, функціонуванню інтегрованих інформаційних систем і міжвідомчій взаємодії як необхідним умовам підвищення ефективності управління прикордонною безпекою.Підкреслено, що інформаційна безпека є невід’ємною складовою прикордонної безпеки, а управління інформаційними потоками, протидія дезінформації, кіберзагрозам і несанкціонованому доступу до даних становлять стратегічний напрям діяльності ДПСУ. Зроблено висновок, що публічне адміністрування інформаційною сферою у діяльності ДПСУ є системним, багаторівневим процесом організаційного, правового та технологічного впливу, спрямованим на забезпечення балансу між відкритістю державної влади та захистом національних інтересів. The article provides a comprehensive analysis of public administration of the information sphere in the activities of the State Border Service of Ukraine (hereinafter referred to as the State Border Service of Ukraine). The relevance of the study is due to the progressive growth of the role of information as a strategic resource of the state, an instrument for the implementation of government powers and at the same time an object of legal protection. It is substantiated that the effectiveness of ensuring border security directly depends on the proper organization of information processes, their legal regulation and technological support.The essence of the concepts of “public administration” and “information sphere” is revealed, scientific approaches to their interpretation are analyzed and their significance for the functioning of public authorities is determined. It is proved that the information sphere encompasses a set of information resources, information processes, infrastructure, subjects of information activity and mechanisms of legal regulation, and also includes the management of legal regimes of information. It is established that in border activities it has a specific content, due to the need to combine the openness of public authorities with ensuring national security.The structural elements of public administration of the information sphere in the activities of the State Border Service of Ukraine, in particular the subjective and objective components, are determined. The subjective component is formed by authorized units and officials carrying out information activities, as well as other participants in information relations. The objective component is related to the implementation of powers in the field of state border protection, including the collection, processing, analysis, storage and dissemination of information. Special attention is paid to the digitalization of management processes, the implementation of e-government, the functioning of integrated information systems and interagency interaction as necessary conditions for increasing the efficiency of border security management. It is emphasized that information security is an integral part of border security, and the management of information flows, countering disinformation, cyber threats and unauthorized access to data constitute a strategic direction of the State Border Service of Ukraine. It is concluded that public administration of the information sphere in the activities of the State State Administration of Ukraine is a systemic, multi-level process of organizational, legal and technological influence aimed at ensuring a balance between the openness of state power and the protection of national interests.
