«М’який» та «гострий» вплив Угорщини на Україну: масштаби, напрями та особливості

Abstract

У статті проаналізовано комплексний гібридний вплив Угорщини на Україну, що спирається на засоби як «м’якої», так і «гострої сили». Досліджуються масштаби, напрями та особливості цього впливу на регіональному (Закарпаття), національному та міжнародному рівнях. З’ясовано, що «м’яка сила» Угорщини реалізується через освітні, культурні та економічні програми, спрямовані головним чином на підтримку угорської меншини в Україні. Водночас «гострий» вплив проявляється у формі політичного тиску, критики української державної політики та антиукраїнської пропаганди. Суттєвим чинником є паспортизація населення Закарпаття, що створює потенційні ризики політичного характеру, включно з посиленням сепаратистських настроїв. Зроблено висновок, що реалізація стратегії Угорщини в Україні має двоякі наслідки: з одного боку, вона сприяє розвитку культурних і гуманітарних зв’язків, з іншого – створює істотні виклики для національної безпеки.

The article analyzes the complex hybrid influence of Hungary on Ukraine, which relies on both soft and sharp power. The scale, directions, and features of this impact are studied at the regional (Transcarpathia), national, and international levels. The theoretical framework is based on the concepts of soft power and sharp power, which explain both the attractive and manipulative mechanisms of Hungary's foreign policy. Hungary's soft power is implemented through educational, cultural, and economic programs aimed at supporting the Hungarian minority in Ukraine. It relies on a strong institutional foundation represented by a vast network of governmental and non-governmental organizations. Education plays a central role, as both school and higher education in Transcarpathia can be obtained exclusively in the Hungarian language. The economic dimension of Hungary's soft power is linked to the development of ethnic businesses and comprehensive financial support for the Hungarian community, extended since 2022 to include Ukrainian refugees. At the same time, Hungary exerts a sharp influence through political pressure, criticism of Ukrainian state policy, and anti-Ukrainian propaganda. A significant factor is the distribution of Hungarian passports in Transcarpathia, which poses potential political risks, including the strengthening of separatist sentiments. At the national level, Hungary's sharp policies generate tensions in relations with Kyiv, while at the international level, they are used to block pro-Ukrainian initiatives within the EU and NATO. The study concludes that Hungary's strategy in Ukraine has a dual nature: on the one hand, it fosters cultural and humanitarian ties; on the other hand, it creates significant challenges to national security. For Ukraine, it is crucial to develop a balanced policy that simultaneously guarantees the rights of national minorities and prevents their instrumentalization as a tool of external pressure.
