Abstract

In the work it is said the past testified on the complicated political relations of the local inhabitants with the political elite on the different level. It can be followed in the context on analysis of such characteristics as the process of strengthening the new political system, the formation the regime of dictate and the disproportional of political relations on the disproportional of political relations on the direction «Centre – Region».
