Abstract

As it is known, on turning point of two centuries XIX-XX, and in particular in late 80 - the beginning of 90, in countries of Central and South-Eastern Europe deep social- economic and ethnic-political changes took place, leading to falling of totalitarian regimes in the so-called " countries of socialist camp ”. The process of maturing and practical embodiment in life of these changes is the main contents of the article.
