Територіальна реформа в Україні: основні підходи до реалізації та зарубіжний досвід

Abstract

Статтю присвячено аналізу основних підходів щодо проведення в Україні територіальної реформи. Проведено порівняння поглядів сучасних дослідників та проектів нормативно-правових актів, які містять нові засади оптимізації системи адміністративно-територіальних одиниць в Україні. Проаналізовано досвід окремих європейських країн, що може бути основою для подальшої побудови та розвитку національного адміністративно-територіального устрою.The article examines the main approaches to the conduct in Ukraine territorial reform. A comparison of the views of modern scholars and draft legal acts containing new framework optimization of the administrative units in Ukraine. Carrying out structural reforms will help achieve sustainable economic benefit provided harmonize priorities and stages of these reforms with reform of local government and territorial organization of government. Analyzed the problem of administrative reform in Ukraine, one of which was a declaration of solving problems related to the reform of the territorial organization of the state, the construction of an optimal system of territorial governance of municipal management.
