серед яких еволюційність, соціальність, субстанційність, легальність, актракторність, інституціоналізм як перманентних буттєвих характеристиках.

Emphasis is on the basic intentions of the government, including evolutionary, social, substantsiynist, legality, aktraktornist, institutionalism as a permanent existential characteristics.
