Вихід регіонів держави на міжнародну арену: теоретико-концептуальний аналіз

Abstract

У статті авторка аналізує регіон як складне політико-соціальне, економічне утворення, яке є одиницею загаль- ної концептуальної моделі сучасного світу. Для науки міжнародних відносин дискурс регіоналізації розгортається у межах співвідношення глобального і локального у світовій політиці, що актуалізується високими темпами регі- оналізації у різних куточках світу. Наголошується на складності та багатовимірності процесу регіоналізації, який забезпечує появу регіонів різних типів і масштабів. Стаття зосереджується на аналізі наукових напрацювань щодо трактування регіону держави та сутності поняття «субнаціональний регіон». Регіон держави представлений адмі- ністративно-територіальним утворенням, яке входить до складу держави та наділене відповідно до національ- ного законодавства певним обсягом політичного й економічного самоврядування. Тож регіоналізація як складний багатовимірний процес забезпечує появу регіону не лише як територіального утворення, але і як функціональ- ної структури. Субнаціональний регіон із певною функціональністю виходить на міжнародну арену з метою пред- ставити та реалізувати свої інтереси. Очевидно, що така можливість є результатом децентралізації державного управління, причому у сучасному світі це вже не залежить від форми державного устрою. На міжнародну арену здійснюють вихід як регіони федеративних держав, так і унітарних. Поступово регіони держав стають визнаними учасниками міжнародних відносин, формуючи практики парадипломатії у сучасному світі. Очевидно, що подібні практики є раціонально вмотивованими у контексті пошуку шляхів підвищення функціональності регіону держави у міжнародному середовищі. Тож вихід регіону держави на міжнародну арену доцільно розглядати як наслідок про- цесів регіоналізації та децентралізації, які забезпечують підвищення ефективності практик міжнародної взаємодії за рахунок предметного підходу до позиціонування у міжнародному середовищі. У статті наголошено на похідному характері суб’єктності регіону держави в міжнародних відносинах, що створює певні обмеження на шляху функці- онального представництва регіону. Загалом робиться висновок про поступове поширення практик виходу регіонів держав на міжнародну арену як наслідку загальносвітового тренду, який найближчим часом зберігатиме свою акту- альність у міжнародному середовищі, створюючи підґрунтя для подальшого розвитку концепції парадипломатії. In the article the author analyzes the region as a complex political, social, economic formation, which is a unit of the general conceptual model of the modern world. For the science of international relations, the discourse of regionalization unfolds within the ratio of global and local in world politics, which is actualized by the high rate of regionalization in different parts of the world. Emphasis is placed on the complexity and multidimensionality of the regionalization process, which ensures the emergence of regions of different types and scales. This article focuses on the analysis of scientific developments on the interpretation of the region of the state and the essence of the concept of «subnational region». The region of the state is represented by an administrative-territorial entity, which is part of the state and endowed, in accordance with national legislation, with a certain amount of political and economic self-government. Therefore, regionalization as a complex multidimensional process ensures the emergence of the region not only as a territorial entity, but also as a functional structure. A subnational region with a certain functionality enters the international arena in order to represent and realize its interests. Obviously, this possibility is the result of decentralization of public administration, and in today’s world it no longer depends on the form of government. Both regions of federal states and unitary ones enter the international arena. Gradually, the regions of states become recognized participants in international relations, shaping the practices of paradiplomatics in the modern world. It is obvious that such practices are rationally motivated in the context of finding ways to improve the functionality of the region of the state in the international environment. Therefore, the entry of the region of the state into the international arena should be considered as a consequence of the processes of regionalization and decentralization, which increase the effectiveness of international cooperation through a substantive approach to positioning in the international environment. The article emphasizes the derivative nature of the subjectivity of the region of the state in international relations, which creates certain restrictions on the way of functional representation of the region. In general, it is concluded that the practices of the regions of the countries entering the international arena are gradually spreading as a consequence of the global trend, which will soon remain relevant in the international environment, creating a basis for further development of the concept of paradiplomatics.
