Розвиток публічного управління та забезпечення прав людини – особи – громадянина: євроінтеграційний контекст

Abstract

У статті досліджується розвиток і класифікація прав людини. Проаналізовано світоглядні передумови формування прав та обов’язків людини. Проаналізовано взаємодію прав і обов’язків громадянина і держави в умовах публічного управління. Доведено, що права людини лежать в основі свободи, справедливості й миру та є невід’ємними властивостями особистості, але їх майбутнє вирішальним чином залежить від розв’язання фундаментальних проблем, що виникають у процесі розвитку людства.

This paper examines the development and classifi cation of human rights by analyzing the ideological and worldview preconditions for formation of civil rights and obligations. We have analyzed the interaction of citizens` rights and obligations with the state in terms of public administration. It can be proven that human rights serve as the basis of freedom, justice and peace, as well as that they are inseparable from an individual. However, their future crucially depends on solving the fundamental problems arising from the development of mankind.
