Уніфікація понять як теоретико-методологічна основа впровадження соціальних послуг

Abstract

Стаття присвячена бґрунтуванню специфіки соціальних послуг у співвідношенні до соціального обслуговування. З цією метою з’ясовані сутнісні ознаки цих понять. Проаналізовані особливості їх вживання у нормативно- правових актах різної юридичної сили, які регулюють діяльність з надання соціальних послуг особам, які опинилися у складних життєвих обставинах і не можуть самостійно їх подолати. Виявлено змішування або ж підміна згаданих та інших понять, що свідчить про відсутність уніфікованого підходу до їх використання у законотворчій діяльності. The study is devoted to the substantiation of the specifi c social services in the ratio of social services. For this purpose, the essential characteristics of these concepts have been identifi ed. The article analyses the peculiarities of their use in regulatory legal acts of different legal force, which regulate the activity of delivering social services to people who fi nd themselves in diffi cult circumstances and unable to overcome them. For the analysis individual laws of Ukraine, decrees of the Cabinet of Ministers of Ukraine, orders of the Ministry of social policy, state standards have been selected. Mixing or substitution of these and other concepts have been identifi ed, indicating the absence of a unifi ed approach to their use in lawmaking. Some examples of ineffi cient interaction of the subjects of social services have been provided, which may be due to an insuffi cient theoretical and methodological basis of the specifi city of this activity. The author recognizes the need for interdisciplinary studies of legal acts of experts in various fi elds of knowledge.
