Обгрунтування застосування підходу до управління процесом упровадження інноваційних технологій аграрного сектору

Abstract

У статті розроблено економіко-технологічну модель освоєння інноваційних технологій аграрного сектору на п’яти рівнях: продуктовому, технологічному, виробничому, управлінському і фінансовому. На першому і другому рівнях здійснюється вибір продуктів, розробляються економіко-технологічні моделі їх виробництва. На третьому рівні розроблені економіко-технологічні моделі виробництва окремих видів продукції об’єднуються в єдину економіко-виробничу модель підприємства. Четвертий рівень моделювання передбачає розробку організаційно-управлінської моделі підприємства. На п’ятому рівні розробляється фінансова модель підприємства, яка забезпечує його взаємодію із зовнішнім економічним середовищем за рахунок організації вхідних і вихідних фінансових потоків. Визначено, що деталізація моделі підприємства у форматі розробленого шаблона дасть змогу використовувати її як індикаторну шкалу для оцінки ефективності функціонування підприємства, зіставлення з нормативами продуктивності земельних ресурсів, використання матеріально-технічних ресурсів, продуктивності праці. Зазначено, що модельне підприємство з формалізованими параметрами його функціонування повинно перетворитися на ефективний практичний інструмент тиражування інновацій і змін аграрного сектору і сільських територій регіонів. Це відбуватиметься за активної участі галузевих науково-освітніх організацій та інформаційно-консультаційних служб, а також за рахунок оптимізації роботи підприємств на продуктовому, технологічному, організаційно-управлінському та фінансовому рівнях. In the article developed economic-technological model of development of innovative technologies of the agricultural sector at five levels: grocery, engineering, production, and management and finance. On the first and second levels is carried out selection of products and the development of economic-technological model of production. On the third level of the developed economic-technological model of production of individual products combined into a single economic-production model of the enterprise. The fourth level of modeling involves the development of organizational-administrative model of the enterprise. On the fifth level is developed by the financial model of the enterprise, which provides interaction with the external economic environment through the organization of input and output financial flows. It was determined that the elaboration of the model of the enterprise in the format of the template will allow you to use it as a tracer scale for assessment of efficiency of functioning of the enterprise, the comparison with the standards of the productivity of land resources, use of material and technical resources, productivity. It is specified that the enterprise model with the formalized parameters of its operation should turn into effective practical tool for scaling up innovation and changes in the agrarian sector and rural territories of the regions. This will occur with the active participation of industry, scientific and educational organizations, and Advisory services for optimizing the operation of enterprises in the grocery, technological, organizational, managerial and financial levels.
