Процедура розгляду законопроектів у Верховній раді України: проблеми теорії та практики

Abstract

Стаття присвячена аналізу проблем розгляду законопроектів у трьох читаннях Верховною Радою України. Досліджено практику та особливості розгляду законопроектів парламентами зарубіжних держав. Надано пропозиції з удосконалення чинного законодавства, що регулює процедуру розгляду законопроектів у Верховній Раді України. This article analyzes the problems of the consideration of draft laws by the Рarlaments of Ukraine. Studied the practice and especially the consideration of draft laws by the parliaments of foreign countries. Proposals to improve existing legislation regulating the procedure for consideration of draft laws in the Рarlaments of Ukraine. The attention to problematic aspects arising during the three readings of bills in the Рarlaments of Ukraine. A comparative analysis of procedures for the review of draft laws in Ukraine, Poland, the United States and other countries. Key words: review of the bill, parliament, three readings of the Parlaments of Ukraine.
