Сучасний стан українсько-німецьких відносин

Abstract

Німеччина для України - найближчий сусід та надійний партнер. Федеративна Республіка надає найбільшу після США двосторонню допомогу та є найважливішим після Росії торговельним партнером України. Україна для Німеччини - це наріжний камінь європейської архітектури безпеки, країна, з якою вона підтримувала зв'язки ще з часів Київської Русі. У статті розглянуто українсько-німецькі відносини з моменту їхнього встановлення і дотепер, які наділені певною динамікою, зумовленою розвитком сучасних міжнародних відносин та внутрішньополітичними особливостями обох держав. Початковий період двосторонніх відносин, охарактеризований формальним визнанням України як незалежної держави внаслідок досягнення домовленостей щодо без'ядерного статусу України, змінився конструктивними відносинами між Німеччиною й Україною. Створення ефективного інституційного механізму політичної співпраці у сфері євроінтеграційних проблем та питань двостороннього розвитку, а також розширення кола суб'єктів відносин засвідчили перехід до якісно нового етапу українсько-німецьких відносин. Позитивна динаміка відбувалася завдяки зусиллям і української, і німецької дипломатії, що підтверджує, на нашу думку, взаємне визначення стратегічної перспективи майбутніх двосторонніх відносин.

Germany is Ukraine's closest neighbor and reliable partner. The Federal Republic provides the largest bilateral assistance after the United States and is Ukraine's most important trading partner after Russia. Ukraine for Germany is a cornerstone of European security architecture, a country with which it has been in contact since the time of Kievan Rus. This article examines Ukrainian-German relations since their establishment and up to now, which are endowed with certain dynamics, which was conditioned by the development of modern international relations and the internal political features of both states. The initial period of bilateral relations, characterized by the formal recognition of Ukraine as an independent state as a result of reaching agreements on Ukraine's non-nuclear status, has changed with the constructive relations between Germany and Ukraine. The creation of an effective institutional mechanism for political cooperation in the field of European integration problems and bilateral development issues, as well as the expansion of the range of subjects of relations, testified to the transition to a qualitatively new stage of Ukrainian-German relations. Positive dynamics were due to the efforts of both Ukrainian and German diplomats, which confirms, in our opinion, the mutual determination of the strategic perspective of the future bilateral relations.
