Підвищення рівня економічної складності як фактор зростання української економіки

Abstract

У статті розглядаються питання підвищення рівня економічної складності економіки України та забезпечення на цій основі сталого економічного зростання. Аналізуються сучасні теоретичні підходи до оцінки рівня економічної складності національної економіки. Визначається, що економічна диверсифікація і складність є ключовими факторами довгострокового зростання. Проаналізовано динаміку індексу економічної складності в Україні та світі, виявлено сучасні тренди. Ґрунтуючись на оцінках економіки України, які представлені в Атласі економічної складності Центру міжнародного розвитку при Гарвардському університеті, в статті пропонуються напрями та стратегічні підходи щодо диверсифікації національного виробництва, які мали би значний мультиплікативний ефект, підвищували склад- ність і рівень знань в економіці, а також створювали основу для подальшого економічного зростання.

The large-scale economic challenges facing Ukraine today require a dramatic change in the pace and quality of economic growth. Without an economic breakthrough, our economy will continue to slip into the periphery of the modern economic space, lagging more and more behind not only leading countries, but also with a number of developing countries. Practical developments in the field of defining new opportunities for future economic growth, enhancing the competitiveness of the national economy, modernizing its structure and ensuring effective diversification. The paper deals with increasing the level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis. Modern theoretical approaches to assessing the level of economic complexity of the national economy are analyzed. It is determined that economic diversification and complexity are key drivers of long-term growth, and the economic complexity index has a strong correlation with GDP per capita and indicators of international competitiveness of the national economy. The study showed that the economic complexity index of the Ukrainian economy has declined over the last decade, and the development of a large number of new export goods has not had a positive impact on the dynamics of economic development of the country or on the income level of the population, since they have low complexity. Based on relevant estimates of the Ukrainian economy, which are presented in the Atlas of Economic Complexity, the paper proposes areas of diversification of national production and exports that would have a significant multiplier effect. Countries are growing by diversifying into new products that add complexity. The goods of potential export of the country are considered through the lens of important characteristics of development of their production. Namely, an indicator of new op- portunities that are being opened (it measures how useful the development of a particular product is to open future diversification opportunities); product distance metric (how closely related a product is to current country exports); Product Complexity Index (more complex products tend to support higher wages). The article concludes that Ukraine has great potential to increase the level of economic complexity through diversification, which is based on the know-how already available in the country and is linked to existing areas of economic activity (eg, production of industrial machines and vehicles).
