Abstract

The phenomenon of public opinion in the process of political regime transformation is considered. Its substantial characteristics and distinguishing features are determined depending on the course of the undemocratic regime and under the conditions of democracy formation. The possibility of public opinion existence is studied as the phenomenon usual for democratic government under the conditions of transitional society. It is found out that in the process of change of mass public consciousness at the transitional stage the qualitative characteristics of public opinion undergo changes being the phenomenon descendant by the consciousness of citizens. It is determined a number of parameters necessary for public opinion forming in the societies tending to democracy.
