Децентралізація в Україні

Abstract

Децентралізація – передача функцій і повноважень від державних органів управління до місцевих (ОТГ). Станом на 1 жовтня 2019 року в Україні створено 975 об‘єднаних територіальних громад, територія яких покриває 41,8% площі країни. Результати децентралізації дають позитивні показники, але для підвищення рівня життя громадян усієї України, держава повинна заохочувати їх до об‘єднання.

The purpose of the article is to investigate theoretical, methodological and practical issues regarding the aspects of forming the model of decentralization of power in Ukraine, to analyze the results of the reform, problems and to develop ways to improve it. The article analyzes the indicators of cash management efficiency and the rationality of their use. The main stages and directions of this reform are outlined. The pros and cons of decentralization have been determined in terms of improving the economic life of the population. The object of the study was the united territorial communities of Ukraine and their structure in the context of modern reforms. As of October 1, 2019, 975 CTAs were created in Ukraine due to the unification of 4478 territorial communities (40.9% of all territorial communities), whose territory covers 41.8% of the country's area. It is determined that not only own revenues but also volumes of transfer payments to individual territorial units should be the basis for intergovernmental relations. It is concluded that the results of decentralization give some positive indicators, but in order to improve the standard of living of citizens of all Ukraine, the state should encourage people to unite, assist them in solving important issues and support all their endeavors, and not resist the process of creating a CAG . Further research will be directed towards deepening the analysis of the impact of decentralization on the incomes and expenditures of the territorial communities of Ukraine and observing the follow-up steps of this reform.
