Правові умови функціонування преси в Словаччині

Abstract

У статті йдеться про становлення законодавчої бази, яка регулює діяльність преси у Сло­ваччині. Подається стислий огляд основних законів, які лягли в основу медіального права цієї країни. Вка­зується й на негативні сторони формування словацького законодавства про пресу, зокрема внесення змін та доповнень до юридичних приписів, які існували до листопада 1989 року, замість створення нової, чітко структурованої системи інформаційного права, асистемний підхід до його підготовки та ін. Підкреслюється, що не менш важливу роль відіграє культура застосування юридичних норм учасниками інформаційних стосунків, наявність суспільного досвіду, правової практики, які притаманні демократичним країнам.

The article "Legal Conditions of Press Functioning in Slovak Republic" deals with about the establishment of the legal basis, which regulate the work of press in the Slovak Republic. lt gives а brief review of the fundamental laws, which laid the basis of media legislation in this country. lt also depicts the negative aspects of forming the legislation of the Slovak press, particularly in adopting amendments and making additions to the legal norms, which existed till November 1989, instead of making а new, clearly structured system of informational law. Besides, it shows the unsystematic approach to its preparation, etc. It is emphasized that the culture of introducing legal norms bу the participants of information relations, the existence of social experience, legal practice, which are peculiar to democratic countries рІау the role of less importance.
