Тенденції розвитку англійської мовної компетенції в Україні: аналіз English Proficiency Index

Abstract

Аналіз «English Proficiency Index» показує тенденції розвитку англійської мовної компетентності в Україні. За цим індексом Україна посіла 49-те місце із-поміж 100 досліджуваних країн. Загалом рівень володіння англійською мовою в Україні за останні роки поступово покращився. Однак це поліпшення було не таким помітним, як у деяких інших країнах, і відбувалося досить поступово. Важливим питанням у цьому контексті є оцінювання рівня володіння мовою та мовленнєвих навичок з англійської мови як іноземної, особливо в контексті визнання та підтвердження попереднього досвіду та несертифікованого формального навчання. В Україні встановлено певні стандарти оцінювання мовних навичок з англійської мови. Після пандемії українці усвідомили важливість володіння англійською мовою та зосередилися на набутті цих умінь. Дедалі більшої популярності набувають курси англійської мови та інтерактивні платформи для самостійного вивчення. Незалежно від того, чи використовують різні установи та організації різноманітні підходи на основі навичок, їхні системи можуть бути дуже відмінними. Комунікація здійснюється в рамках операціоналізації за допомогою певного інструменту оцінювання. В оцінюванні беруть участь як команда розробників, так і незалежні дослідники, відповідальні за контроль якості під час проведення та моніторингу тестів. Після порівняння різних зовнішніх критеріїв із критеріями, властивими для самого інструменту оцінювання, в роботі виокремлено критерії, характерні для English Proficiency Index як інструменту оцінювання. У статті підкреслено складність специфічної реакції України на вимоги, що висуваються до різних компонентів тесту, та висвітлено загальні питання, пов’язані з рівнем володіння англійською мовою. У дослідженні також порушується проблема впливу війни в Україні, яка негативно позначилася на проєктах мобільності, проте має позитивний вплив на зацікавленість потенційних учасників в ініціативах з розвитку мов та покращення динаміки розвитку мовної компетентності.

The analysis of the English Proficiency Index shows the trends in the development of the English language competence in Ukraine. According to this index, Ukraine ranks 49th among the 100 surveyed countries. In general, in recent years there has been a gradual improvement in the level of English knowledge in Ukraine. However, this improvement is rather slow and not as significant as in some other countries. In this regard, the assessment of language competence and language skills in English as a foreign language is a vital issue, especially in terms of recognising and validating prior experience and formal, non-certified learning. In Ukraine, there are certain standards designed to assess language skills in the field of English. It is worth noting that since the pandemic, Ukrainians have become increasingly aware of the importance of English language skills and have put a lot of effort into learning it. There has been a surge in the popularity of English-language courses and interactive platforms for self-study. Regardless of whether different institutions and organisations use different skills-based approaches, their systems can be extremely diverse. It is within the framework of operationalisation with a particular assessment tool, which aims at being aligned with the assessment tool, communication takes place. Evaluation involves both the development team and independent researchers responsible for quality control during test administration and monitoring. After comparing the various external criteria with the criteria typical of the assessment tool itself, the paper identifies the criteria specific to the realm of the English Proficiency Index. The paper emphasizes the complexity of Ukraine’s unique response to the requirements for the different components of the test and describes the problem of general English proficiency. The paper also highlights the problem of the influence of the war in Ukraine, which has had a negative effect in mobility projects, however, it causes a positive impact on the interest of potential participants in language development initiatives as well as in the dynamics enhancement of the language competence development.
