Перспективи використання азійського досвіду державного регулювання дослідницької діяльності закладів вищої освіти в Україні

Abstract

Статтю присвячено узагальненню теоретичних положень, методичних підходів та науково-практичних рекомендації щодо формування та використання механізму державного регулювання (ДР) дослідницької діяльності закладів вищої освіти України з врахуванням досвіду азійських країн. Досліджено теоретичні засади інноваційного розвитку системи закладів вищої освіти (ІР СЗВО), визначено класифікаційні ознаки чинних форм та моделей ДР діяльності їх науково-дослідницького сектору (НДС), узагальнено особливості міжнародного досвіду ДР ІР НДС СЗВО в умовах переходу до глобальної моделі постіндустріальної економіки знань. Обґрунтовуються стратегічні напрями ІР НДС СЗВО на міжрегіональному рівні; розробляються пропозиції щодо удосконалення організаційно-економічних основ механізму здійснення цього процесу на мезоекономічному рівні національної економіки; визначаються умови фінансового лідирування інноваційно-активних ВНЗ та розробляється процесно-орієнтована модель фінансування розробок і досліджень із залученням азійського досвіду використання важелів ДР ІР НДС.

The purpose of this publication is to generalize and deepen the scientific approaches to defining the essence of the state regulation of the research sector of the higher education institution (SR RS HEI); to develop the classification of the forms and models of the SR RS HEI; to summarize the current Asian state experience of using forms of the SR RS HEI to use it in the economy of Ukraine. The theoretical bases of the innovative development of the system of higher education institutions (ID SHEI) are investigated, the classification criteria of the applicable forms and models of the state regulation of the practice of their scientific research sector (SRS) are defined, the peculiarities of the international experience of the state regulation of the ID SHEI in terms of the transition to the global model of the post-industrial knowledge economy are generalized. The strategic directions of the ID SRS SHEI at the regional level; the suggestions for the improvement of the organizational and economic foundations of the mechanism of the implementation of this process on the mesoeconomic level of the national economy were worked out; the conditions of the financial leading of the innovation-active universities were defined and the process-oriented Asian model of financing the research and development involving levers of the tax regulation of the ID SRS SHEI was done.
