Аналіз всеосяжного соціально-економічного розвитку України

Abstract

У статті проаналізовано динаміку показників інклюзивного зростання й розвитку національної економіки України за період 2012-2017 років, розрахованих фахівцями Всесвітнього економічного форуму. Проведено порівняння результатів, отриманих при використанні двох різних методик розрахунку. Розраховано індекси інклюзивного зростання на основі методу розрахунку індексу інклюзивного зростання (IIG) через співвідношення ВВП до індексів основних макроекономічних показників та методу розрахунку інтегрального показника рівня доступу до можливостей і результатів праці. Виявлено динаміку ключових індикаторів соціально-економічної ефективності національної економіки України у 2011-2017 роки. За результатами аналізу встановлено соціальну спрямованість розвитку національної економіки України як дуже низьку.

The article analyzes the dynamics of indicators of inclusive growth and development of the national economy of Ukraine in 2012-2017. The indicators are calculated by the experts of the World Economic Forum. A comparison of the results obtained with the use of two different methods of calculation is carried out. Inclusive growth indices are calculated on the basis of the Inclusive Growth Index (IIG) with the method through the ratio of GDP to the indices of the main macroeconomic indicators and the method of calculating the integral indicator of the level of access to opportunities and results of labor. The dynamics of key indicators of social and economic efficiency of the national economy of Ukraine in 2011-2017 is revealed. The analysis of indicators of inclusive growth of socio-economic development of Ukraine presented in the WEF reports and calculated by the Bazylyuk&Zhulin method, shows that in 2012-2017 they were reduced. According to experts of the WEF, negative changes were experienced by labor productivity, employment rate, Gini coefficient for income, poverty rate, average income per day, government debt, and demographic load factor. The analysis of inclusive growth indices shows the decrease of the index of inclusive growth of the national economy in 2012-2016 and 2013-2017 periods, calculated on the basis of the ratio of the main macroeconomic indicators, while its reduction in 2013-2017 period was more significant than in the period of 2012-2016 years. The worst negative changes were the poverty rate index. The Inclusive Growth Index for access to opportunities and outcomes has almost not changed over the period under investigation. However, its absolute values are much lower than the value of the index, determined on the basis of the ratio of macroeconomic indicators. According to the results of the analysis, the social orientation of the development of the national economy of Ukraine is set to be very low.
