Проблеми розвитку національної економіки України: екологічний аспект

Abstract

Проаналізовано екологічні та соціальні проблеми, зроблено висновок, що забруднення атмосферного повітря найбільш небезпечно за своїми наслідками для всіх трьох середовищ існування – наземно-повітряного, водного та ґрунтового. Виявлено залежність між утворенням відходів та поводження з ними, забрудненням річкових вод, веденням лісового господарства і показниками екологічної катастрофи. Зауважено, що питома вага видатків на охорону навколишнього природного середовища у видатках державного бюджету рік є низькою. Визначено, що перспективними напрямками є: забезпечення оптимального використання природних ресурсів, зменшення використання матеріальних і енергетичних ресурсів, використовуючи сучасні безвідходні та маловідходні технології; організація міжнародної спільноти; міжнародне кооперування у науково-технічній галузі. Надано рекомендації щодо необхідності втілити механізми зовнішнього фінансування, такі, як боргова конверсія у формі компенсації боргу природоохоронними заходами й обмін боргів на проведення природоохоронних заходів; розширити систему екологічного оподаткування, що, в свою чергу, сприятиме формуванню дієвої вітчизняної системи екологічного оподаткування, спрямованої на екологізацію.

Environmental and social problems that lead to the destruction of the environment and harm to human health in Ukraine are analyzed. It is concluded that air pollution is the most dangerous in its consequences for all three habitats - landair, water and soil, and the main air pollutants in Ukraine are stationary sources, which include industrial enterprises, thermal power plants and boilers, from which annually receives most of the pollutants, polluting the air. The relationship between waste generation and management, river water pollution, forestry, and indicators of environmental disaster. It is noted that the share of expenditures on environmental protection in the state budget expenditures is low. Recommendations are given that promising areas are: ensuring optimal use of natural resources, reducing the use of material and energy resources, using modern waste-free and low-waste technologies; organization of the international community to solve economic and environmental problems of environmental management; international cooperation in the field of science and technology, in order to attract to modern technological progress; make greater use of "non-traditional" energy sources and energy saving technologies; use biotechnology in food production, energy and biosphere protection; to develop an international program of ecological education and upbringing of the population in order to overcome the ecological crisis and prevent ecological catastrophe. Recommendations are given: it is necessary to implement external financing mechanisms, such as debt conversion in the form of debt compensation by environmental measures and debt exchange for environmental measures; expand the system of environmental taxation, which, in turn, will contribute to the formation of an effective domestic system of environmental taxation aimed at greening, ie the introduction of effective and rational adapted environmental legislation and appropriate state control will provide favorable conditions for environmental protection and successful socio-economic development of Ukraine.
