Механізм державного регулювання залучення іноземних інвестицій в економіку України

Abstract

У статті визначено, що створення організаційно-економічного механізму залучення іноземних інвестицій в економіку України спрямовано на визначення структурно збалансованого обсягу фінансових та виробничих ресурсів з урахуванням пріоритетних напрямів їх розміщення, що забезпечить відновлення національної економіки, вирішення соціальних проблем і сприятиме зростанню авторитету держави у світі. Науково обґрунтовано й рекомендовано для практичного використання комплексний механізм залучення іноземних інвестицій, який виокремлено задля підвищення інвестиційної активності та формування сприятливого інвестиційного клімату. Економіко-організаційний блок є підґрунтям комплексного механізму, що спирається на стратегію залучення іноземних інвестицій та визначає першочергові напрями залучення й використання іноземних інвестицій. Розроблено та запропоновано методику, що використовує організаційно-економічний механізм для активізації іноземних інвестицій. Використовуючи програмний метод разом з функціональними елементами менеджменту, ми виділили три основні напрями активізації залучення іноземних інвестицій, такі як планування, організація та контроль.

The article stipulates that the creation of an organizational and economic mechanism for attracting foreign investments into the Ukrainian economy is aimed at determining a structurally balanced volume of financial and production resources, taking into account the priority directions of their allocation, that will ensure the restoration of the national economy, social problems and would enhance the authority of the state in the world. The complex mechanism of foreign investments attraction is scientifically justified and recommended for practical use, which is allocated for increase of investment activity and formation of favorable investment climate. The economic-organizational unit is the basis of an integrated mechanism, which is based on a strategy of attracting foreign investments and determines priority directions of attracting and using foreign investments. Among the main institutional conditions for promoting investment are: high-quality planning and programming of investment attraction, adequate information provision for investors, assistance in attracting grants for realization of invested projects, formation of specific organizational conditions for attracting investments in certain economic activities, minimization of administrative barriers and maximization of investment promotion, creation of investor consulting centers, expansion of cross-border cooperation in joint implementation of investment projects. The authors have developed and proposed the methodology that uses the organizational and economic mechanism to activate foreign investments. Using the programming method in combination with the functional elements of management, three main directions of intensification of foreign investment attraction were identified: planning, organization and control. The organizational and economic mechanism of investment activity activation allows implementing a comprehensive approach to the use of various methods, means and other regulators to influence the processes of attracting investments in order to ensure coordination and conformity of the movement of investment resources in strategic priorities of the state development.
