Abstract

У статті здійснено огляд підходів до визначення поняття екосистемних послуг, виділено основні категорії екосистемних послуг у розрізі лісових екосистем, проведено огляд та аналіз найкращих успішних практик реалізації схеми плати за екопослуги на державному рівні. Розглянуто проблему пошуку оптимальних методичних підходів до економічного оцінювання екосистемних послуг. Проведено аналіз ключових вимог та можливих обмежень щодо застосування відповідних провідних методів їх оцінювання. Розглянуто методичні підходи до економічного оцінювання вартості екосистемних послуг, проаналізовано основні вимоги та обмеження до застосування відповідних методів, зроблено відповідні рекомендації щодо вжиття необхідних заходів для подальшого розроблення відповідних підходів до оцінювання екосистемних послуг у нашій країні. Сформовано низку ключових принципів найкращої практики вартісної оцінки екосистемних послуг.

This research paper offers an overview of approaches defining the concept of ecosystem services identifies the main categories of ecosystem services in terms of forest ecosystems, reviews and analyzes the best practices of implementing the scheme of payment for ecosystems at the state level. The payment for ecosystem services is a fee paid by the user of an environmental service, such as water treatment, to landowners who provide such a service. The actual existence of a payment for ecosystem services requires a clearly identified user and supplier, as well as a number of other necessary conditions, which are described in this document based on a summary of information, available in modern sources. Particular attention was made on how such conditions can currently be implemented at governmental level. The problem of finding optimal methodological approaches to the economic evaluation of ecosystem services is considered. An analysis of key requirements and possible limitations on the application of appropriate leading methods of their assessment. In the research methodological approaches to the economic assessment of the value of ecosystem services are considered. The main requirements and limitations to the use of appropriate methods are analyzed; appropriate recommendations are made to take the necessary measures to further develop appropriate approaches to the assessment of ecosystem services in our country. A number of key principles of best practice for valuing ecosystem services have been processed and suggested for further research. The researched detailed case studies are devoted to forest environmental services, which examine best practices in promoting the introduction of ecosystem payments. Scientists are challenged to guide people to manage ecosystems to produce reliable supplies of many different ecosystem services. This requires a better understanding of the dynamics of multiple ecosystem services and develops general rules about the relationships among ecosystem services. This publication discusses the implications of ecosystem payments for policy and public relations, and the recommendations note the need for a clear understanding of when such payments can be a useful tool for the transition to a green economy and when other methods are more appropriate.
