Проблема диверсифікації джерел фінансового забезпечення інститутів громадянського суспільства країн Європи

Abstract

Статтю присвячено дослідженню основних тенденцій та аспектів фінансування інститутів громадянського суспільства як невід’ємної складової частини побудови та формування демократичної держави. Автором на основі статистичної інформації та досліджень міжнародних організацій проаналізовано європейський досвід диверсифікації джерел фінансового забезпечення організацій третього сектору на прикладі таких країн Європи, як Ірландія, Чехія, Естонія та Швеція. Досліджено галузеву структуру фінансової спрямованості надходжень інститутів громадянського суспільства та виявлено основні сфери державного фінансування. Висвітлено вітчизняні реалії фінансової підтримки організацій третього сектору. Здійснено компаративний аналіз забезпечення фінансової стійкості ІГС та запропоновано шляхи вирішення проблеми диверсифікації джерел фінансування організацій третього сектору у досліджуваних країнах.

The article demonstrates the feasibility of the investigation the main trends and aspects of civil society organizations funding. In the last few years there has been a growing interest in the third sector organizations as they are fundamental components in the democratic state formation. Under the term “civil society organization” the author understands an umbrella concept that includes non-government organizations, churches, social movements, etc. However, the financial issue is the most important element for each third sector organization. What is more, the number of civil society organizations’ funders can be potentially greater much funding is actually derived from a limited number of big participants or government. Moreover, the question of successful financing is the weakest dimension of civil society organizations in the majority countries. Quite recently, considerable attention has been paid to the diversification of funding sources for the third sector organizations. Furthermore, there are negligible amount of research, which results and conclusions quickly lose their relevance, due to significant changes in global society. As a consequence, the author analyzes the European experience of the financial support of civil society organizations. The article is relying on the relevance official statistical information of Ireland, Czech Republic, Estonia, Sweden, Ukraine and international organizations researches. Nevertheless, it is investigated the sectoral structure of the civil society organizations financial aspects. Additionally, the author also identifies the main areas of public funding, which is necessary to investigate in that countries, where this type of funding sources predominates. Besides, the article analyses the domestic realities of financial support for the third sector organizations. Furthermore, the author provides a comparative analysis of ensuring the financial stability of the civil society organizations. In addition, the ways of solving the problem of financial support sources diversification of civil society organizations are proposed in this research.
