Енергоефективність як складник стратегічного розвитку української економіки

Abstract

У статті на основі статистичних даних та попередніх досліджень науковців було виявлено основні причини недостатнього фінансування запровадження енергоефективності в Україні. Наведено приклади міжнародного досвіду розроблення та запуску енергозберігаючих проєктів. Запропоновано метод удосконалення інвестиційних проєктів та можливість розширення їхньої функціональності для трьох суб’єктів економіки України. Охарактеризовано різні сценарії розвитку української енергетики та вплив науки на енергетичний комплекс країни. Проаналізовано роботу уряду в питанні створення умов для енергозатратних підприємств, а також систему заохочення населення до використання альтернативних джерел енергії. Продемонстровано стан виробництва первинної енергії в Україні та наслідки нераціонального використання викопного палива для економіки держави.

High cost of natural resources, their limited nature and permanent competition for authority over their usage stipulated the origin of new generation of energyeffective producers. Such enterprises put in action the process of modernizingthe approaches used in managing countries and households, that in a while acquired a global economic and political character. As our country was building its economy in accordance with the standards that do not meet the current needs and requirements of the international society, we are facing a number of national problems. Therefore, in order to improve the competitiveness of the Ukrainian economy in the international scene, new strategic planning, oriented towards meeting the needs of the population and creating conditions for the completion of modernization processes in the energy sector, should be developed. Taking into account generally accepted international agreements with the world organizations and following national features and principles, it is necessary to gradually change the Ukrainian economy, moving from energy dependent to energy efficient. Generalized scientific works on analysis of economic and statistical data allowed to determine and describe in details current scenarios for energy dependency escaping. Foreign experience of introducing energy-saving technologies and consequences of their influence on social life of the population are considered. The relationship be-tween insufficient financing of the certain sectors of economy and the pace of their development is determined. The existing model of government management in ener-gy-saving programs in the context of rapid changes in the international arena is characterized. The reasons for necessity of forming the independence in the energy sector through the conducted analysis of the largest trade wars caused by the peculiarities of this industry are revealed. The effects of neglected attitude towards scientific and technological potential of the country development are demonstrated. Considering the new developments in economic science, the risks that affect the financial results of projects are described. New methods of developing energy-efficient projects to attract investors and satisfy overall needs of the acting economic entities in Ukraine are proposed.
