Abstract

У статті розглянуто еволюцію наукових поглядів щодо дослідження ринку зерна, уточнено його економічну сутність, розкрито основне завдання, функції, визначено критерії класифікації ринку зерна та основні його характеристики, окреслено складники ринку зерна та його організаційно-функціональну структуру, виявлено ключові особливості та необхідні умови його ефективного функціонування за викликів та запитів сьогодення. Зокрема, відзначено, що необхідними умовами ефективного функціонування ринку зерна варто вважати: формування системи державного регулювання та дієвої підтримки виробництва зерна; стимулювання інноваційних технологій; розвиток інформаційного забезпечення учасників ринку зерна на основі діджиталізації всіх процесів, впровадження системи електронної комерції та е-логістики; удосконалення ланцюгів товарного транзиту зерна.

In particular, in the structure of the grain market there are four functional areas: 1) the sphere of production, which covers a set of agricultural formations, processing enterprises, elevators, transport organizations, financial and credit, leasing, insurance companies, which are technologically, economically or financially interconnected; 2) the sphere of sales and trade, which covers a set of agricultural exchanges, wholesale, retail, export trade institutions; 3) the scope of state regulation, which covers a set of regulations, institutions and government agencies that use socio-economic and administrative levers and methods to influence the functioning of the grain market; 4) information and service sphere, which covers a set of institutions and organizations that contribute to the functioning and development of the grain market. It is indicated that the necessary conditions for the effective functioning of the grain market should be considered: the formation of the necessary stable and favorable regulatory framework; formation of the system of state regulation and effective support of grain production through the mechanisms of balanced pricing policy, development of agricultural insurance, favorable fiscal, customs, credit, investment policy; stimulation of innovative technologies for growing grain and seeds; ensuring the development of the stock and stock market; promoting the development of production, market and ancillary infrastructure of the grain market; development of information support for grain market participants on the basis of digitalization of all processes, introduction of e-commerce and e-logistics; improvement of grain commodity transit chains; ensuring the optimal ratio of growing food and feed grain; zonal specialization and concentration of grain production.
