Спеціальні економічні зони як механізм залучення ПІІ в Китай

Abstract

У статті розглянуто успішний досвід Китаю із залучення іноземного капіталу шляхом створення системи спеціальних економічних зон. Політика із залучення іноземного капіталу розглядається через призму різних типів спеціальних економічних зон, які, хоча і мають багато спільних рис, різняться особливостями регулювання, спеціальних заходів, що застосовуються до іноземних інвесторів, та цільовим призначенням. Хронологічно проаналізовано етапи створення системи спеціальних економічних зон, їхню еволюцію, потоки прямих іноземних інвестицій за окремими типами зон та їхню питому вагу в експорті та ВВП. Виокремлено ключові елементи політики спеціальних економічних зон для ефективності у залученні іноземного капіталу, нарощенні експорту та переорієнтації економіки на виробництва високотехнологічної продукції. Продемонстровано вплив запровадження системи СЕЗ на економічні показники Китаю та його економічне зростання.

The article examines China's successful experience of attracting for-eign capital by creating a system of special economic zones. Being foreign capital-closed, China implemented the policy of attracting foreign investment by creating FDI-opened zones in some coastal regions. So, the efficiency of policy of attracting foreign investment is considered through the prism of various types of special eco-nomic zones. Despite having many common features, special economic zones differ in the regulation, special measures applied to foreign investors and the purpose of creation. Thus, author of article chronologically analyzes the stages of creation and evolution of different types of special economic zones, their purposes and specialization, features of regulation in each type and output of them. The author examines the incentives, special policies, restrictions and prohibitions that apply to foreign investors operating in various special economic zones. Highlighted the key elements of the policy of special economic zones for efficiency in attracting foreign capital, increasing exports and reorientation of the economy to the production of high-tech products. Mentioned flows of foreign direct investment, share of export in Chinese gross export, share of high-tech products in export of various types of zones on different stages of their operating. Also, in article presented flows of foreign direct investment in China from 1980 to 2019, and analyzed their share of GDP and impact on economic growth. Analyzed the impact of the introduction of the special economic zones system on the Chinese transformation from poorly developed agricultural economy to powerful industrialized export-oriented economy with a growing share of innovation and high technology. In article demonstrated the impact of the introduction of the SEZ system on China's economic performance and economic growth. The purpose of the article is to study the experience of China in the use of special economic zones as a mechanism for attracting FDI in order to identify key elements and practices of success that can be implemented in the future by Ukraine.
