Мультимодальні та інтермодальні вантажоперевезення в системі міжнародної транспортної логістики

Abstract

Стаття присвячена теоретичним, прикладним аспектам організації мультимодальних та інтермодальних перевезень вантажів. Такі схеми перевезень забезпечують інтеграцію різних видів транспорту та встановлення операційної сумісності на всіх рівнях транспортної системи. Акцентовано на перевагах мульти- та інтермодальних перевезень, таких як: своєчасність доставки, простота оформлення транспортування, збереженість товару під час транспортування, пакування відповідно до встановлених стандартів. Відзначено, що в Україні галузь мультимодальних перевезень знаходиться на стадії розвитку, питання такого виду перевезень регулюються частково. Окреслено умови, які сприятимуть формуванню в Україні мультимодального та інтермодального сервісу європейського рівня. Серед них: удосконалення законодавчої бази, запровадження правових механізмів для більш широкого використання цих видів перевезень вантажів, створення логістичної інфраструктури, що відповідає критеріям модальності та інтермодальності.

The article is devoted to theoretical aspects of the organization of multimodal and intermodal cargo transportation. At cargo transportations various schemes of transportations are applied, each of which possesses certain characteristics. The choice of logistics technology depends on the characteristics of the cargo, the urgency of delivery and budget. Often all aspects of the logistics process are in different countries and on different continents. This eliminates the possibility of direct delivery "to the door". The situation requires the planning of an efficient logistics chain, in which the goods are consistently delivered by several types of freight transport. Transportation by one mode of transport delays the delivery process, and often makes it impossible at all. Such transportation is costly and inconvenient. The policy of multimodal transport is aimed at ensuring better integration of different types of transport and establishing interoperability at all levels of the transport system. It is noted that freight transportation is multimodal when two or more types of transport carry it out. Intermodal transportation is a kind of multimodal. It provides for the sequential transportation of goods by two or more types of transport in the same cargo unit (container, removable body), or in a vehicle without overloading the cargo when changing the type of transport. The advantages of these two schemes of transportation are timely delivery, ease of registration of transportation, storage of the goods during transportation, packing is carried out according to the established standards, the optimum price of delivery. It is noted that the inclusion of multimodal and intermodal container transportation in logistics services is a promising area for the development of the transport system of Ukraine and the integration of the domestic logistics market into international logistics markets. In Ukraine, the industry of multimodal transportation is developing. However, to create a multimodal and intermodal service at the European level in Ukraine, it is necessary to create a strong logistics infrastructure.
