Территориальная целостность государства как предмет деятельности международных организаций

Abstract

Метою даної статті є комплексне дослідження діяльності деяких провідних міжнародних організацій і їхньої позиції з питання територіальної цілісності національних держав у сучасних умовах. Територіальна цілісність держав і проблеми її забезпечення в нинішніх умовах зачіпає всіх суб’єктів і учасників міжнародних відносин. У цьому питанні зовнішня політика сучасних держав спирається, в першу чергу, на норми міжнародного права, історичні аргументи, а також не менш важливою в політиці забезпечення територіальної цілісності є участь інших учасників міжнародних відносин, якими є міжнародні організації. У статті використовуються методи історичної хроніки, контент-аналіз міжнародно-правових актів, порівняльний аналіз сучасної ситуації у світі. Наукова новизна статті полягає в комплексному аналізі та поданні деяких висновків діяльності провідних міжнародних організацій в досліджуваному питанні, які, на наш погляд, дозволяють більш ґрунтовно оцінити стан і можливості цих організацій в сучасних умовах, їхній потенціал і статус у рішенні проблеми забезпечення загальної системи міжнародної безпеки і створення дієвого механізму, що дозволяє зберегти політичну і економічну стабільність у міжнародних відносинах. У висновку, виходячи із запропонованого невеликого дослідження, відзначається, що міжнародні організації, як суб’єкти міжнародних відносин, певним чином беруть участь у процесі врегулювання територіальних суперечок. Оскільки членами міжнародних організацій є практично одні і ті ж держави, вони, озвучуючи ті чи інші думки і позиції, приймають рішення і здатні вплинути на подальший розвиток територіальних конфліктів. Від прийняття їхніх рішень залежить не тільки політична й економічна стабільність в конкретному регіоні, а й безпека у всьому світі, адже боротьба з міжнародними злочинами, глобальними проблемами, що торкнулися абсолютно всіх нинішніх країн, неможлива і неплідна за суперечливих і домінантних взаємин держав. Держави, проводячи зовнішню політику на благо захисту своїх національних інтересів, стають членами міжнародних організацій. Приймаючи умови цього членства, вони цілком обгрунтовано розраховують на участь та підтримку цих організацій у вирішенні своїх проблем.

The purpose of this article is a comprehensive study of the activities of some leading international organizations and their position on the territorial integrity of nation-states in modern conditions. The territorial integrity of states and the problems of ensuring it in the current conditions affect all subjects and participants in international relations. In this matter, the foreign policy of modern states is based primarily on the norms of international law, historical arguments, and equally important in the policy of ensuring territorial integrity is the participation of other participants in international relations, which are international organizations. The article uses the methods of historical chronicle, content analysis of international documents, a comparative analysis of the current situation in the world. The scientific novelty of the article lies in a comprehensive analysis and presentation of some conclusions of the activities of leading international organizations in the issue under study, which, in our opinion, allow us to more thoroughly assess the state and capabilities of these organizations in modern conditions, and their potential and status in solving the problem of ensuring a universal system of international security and the creation of an existing mechanism to maintain political and economic stability in international relations. In conclusion, based on the proposed small study, it is noted that international organizations as subjects of international relations, in a certain way, participate in the process of settlement of territorial disputes. Thus, the presented study allows us to state that international organizations are important entities of international organizations. They are endowed with certain powers and have real opportunities to influence the position of international relations in the present and regulate them in the future. The fight against global problems that have affected absolutely all participants in international relations is not possible, in our opinion, without the participation and potential of international structures that unite almost all modern states. Accepting the conditions of this membership, they rightly count on the participation and support of these organizations in solving their problems.
