Еволюція партійного чинника в конструюванні регіонального політичного ландшафту України

Abstract

У науковій статті фокус дослідження зосереджено на політичних партіях, адже від початку здобуття незалежності України вони супроводжують складний і суперечливий процес демократичного переходу, беруть участь у формуванні представницької влади центрального рівня, а на сучасному етапі державотворення набувають реальних повноважень на місцях. З’ясовано, що вітчизняне законодавство хоч і має низку суперечностей та прогалин щодо врахування наслідків російської військової агресії, але інституціонально забезпечує процес партійного будівництва, зокрема, розвитку організаційної структури, та участі партій у формуванні представницьких органів влади різних рівнів. Вказано, що з початком впровадження реформи децентралізації політичні партії стали не лише впливовими, але й повноважними, позаяк сформовані за їхньої участі органи місцевого самоврядування отримали широкі повноваження щодо здійснення регіональної політики. Разом із нормами Виборчого кодексу децентралізаційна реформа зумовила й електоральну активізацію партій, а партійність стала вагомою характеристикою у формуванні рад різних рівнів та виборів міських, селищних, сільських голів. Акцентовано аспект суспільного сприйняття інституту політичних партій – довіри до нього, ролі партій у демократичних процесах. Дослідивши результати відповідних зрізів громадської думки, встановлено, що в Україні простежується поступова динаміка в бік підвищення рівня довіри громадян до партійних організацій та зберігається високий показник визнання партій важливим елементом успішного розвитку держави. Підсумовано, що правова інституціоналізація партій, їхня участь у виборчих кампаніях, новації реформи децентралізації та зміни у суспільному сприйнятті політичних партій уособлюють обставини, за яких відбувається еволюція партійного чинника в конструюванні регіональних політичних ландшафтів.

The study focuses on political parties, since from the beginning of independence of Ukraine they have accompanied a complex and controversial process of democratic transition, participated in the formation of representative power of central level, and at the present stage of state formation acquire authority in the localities. It has been found that, though having a chain of contradictions and gaps in reference to taking into consideration consequences of Russian military aggression, domestic legislation still ensures the process of party organization and administration at institutional level, in particular, the development of organizational structure and participation of parties in the formation of representative bodies at different levels. It is pointed out that with the beginning of implementation of decentralization reform political parties have become not only influential but also plenipotentiary, because with their participation local self-government bodies have obtained wide powers in regards to the implementation of regional policy. Along with the norms of the Electoral Code decentralization reform led to the electoral activation of parties, and party membership has become a weighty characteristic in the formation of councils at different levels and elections of city, town and village mayors. The aspect of public perception of the institution of political parties has been emphasized – trust in it, the role of parties in democratic processes. Having examined the results of relevant sections of public opinion the author found out that in Ukraine a gradual trend towards increasing the level of trust of citizens in party organizations can be traced and high rate of recognizing parties as an important element of successful development of the state is maintained. It has been concluded that the legal institutionalization of parties, their participation in electoral campaigns, innovations of decentralization reform and changes in the public perception of political parties embody the circumstances under which the evolution of the party factor in the construction of regional political landscapes takes place.
