Патріотична стратегія локального політичного розвитку: інституційні та мотиваційні засади

Abstract

Вивчаються цінності громадянської співпраці та політичної довіри, які стають вкрай важливими на всіх рівнях функціонування політичної системи – від національного до локального. Робиться уточнення інституційного значення локального або місцевого патріотизму та вказуються умови остаточно уникнення негативних конотацій, пов'язаних з цими поняттями. Розкриваються приклади локального патріотизму в Україні, який набув чіткого прояву діяльності волонтерського руху, інститутів місцевого врядування, локальних політичних партій тощо. Встановлюються потреба визначення основних оптимальних форм інституційного втілення локального патріотизму та ключових напрямків розвитку майбутніх політичних структур. Обговорюються визначення інституційної спроможності патріотичних політичних сил на локальному і регіональному рівнях, їх здатності запропонувати перспективи інноваційного розвитку місцевим громадам у післявоєнний період. У статті використані актуальні методичні засоби сучасної політології (структурно-функціональний та ретроспективний) та загальнологічні методи (аналітичний, синтетичний). З’ясовуються політичні наслідки патріотичних уподобань для формування окремої локальної політичної ідентичності як чинника суперництва між поселеннями. Досліджуються чинники, які формують патріотичну електоральну конфігурацію, а також пов'язані з партійними уподобаннями та ідеологічними концепціями. Розкрито значення умов сучасного урбаністичного розвитку як тенденції для підтримки патріотизму, що можуть проявляти відносно дрібні групи на периферії великих міст. Виявляється значення розвитку сталих демократій щодо появи стереотипів щодо інституційного втілення місцевого патріотизму. Встановлено специфіку різних підходів до стратегічного бачення розвитку патріотизму локальних спільноти. Досліджуються дані про місцевий патріотизм, які дозволяють говорити, що певна територія з більш або менш схильною до реалізації патріотичної політичної альтернативи та її інституційних втілень. З’ясовуються такі риси потенційних авторів патріотичних політичних стратегій на локальному рівні, як гнучкість у питаннях взаємодії з цінностями ідейного націоналізму. Вивчено актуальність місцевого патріотизму для сучасної України в контексті вирішального розриву з пострадянським періодом та домінуванням колоніальної російської культури. Зроблено висновок про етапи обговорень патріотичними політичними силами та громадськими організаціями локального рівня уточнення своїх ідейних та прагматичних позицій і цілей.

The values of civic cooperation and political trust, which are becoming extremely important at all levels of the political system, from national to local, are being studied. The institutional significance of local or local patriotism is clarified and the conditions for the final avoidance of negative connotations associated with these concepts are indicated. Examples of local patriotism in Ukraine, which has become a clear manifestation of the activities of the volunteer movement, institutions of local government, local political parties, etc. are revealed. The need to determine the main optimal forms of institutional implementation of local patriotism and key directions of development of future political structures is established. The definition of the institutional capacity of patriotic political forces at the local and regional levels, their ability to offer prospects for innovative development to local communities in the postwar period are discussed. The article uses current methodological tools of modern political science (structural-functional and retrospective) and general methods (analytical, synthetic). The political consequences of patriotic preferences for the formation of a separate local political identity as a factor of rivalry between settlements are clarified. Factors that shape the patriotic electoral configuration, as well as related to party preferences and ideological concepts, are studied. The significance of the conditions of modern urban development as a tendency to support patriotism, which can be shown by relatively small groups on the outskirts of large cities, is revealed. The importance of the development of sustainable democracies in the emergence of stereotypes about the institutional embodiment of local patriotism is revealed. The specifics of different approaches to the strategic vision of the development of patriotism of local communities are established. Data on local patriotism are studied, which allows us to say that a certain territory is more or less inclined to implement a patriotic political alternative and its institutional incarnations. Such features of potential authors of patriotic political strategies at the local level as flexibility in issues of interaction with the values of ideological nationalism are clarified. The relevance of local patriotism for modern Ukraine in the context of a decisive break with the post-Soviet period and the dominance of colonial Russian culture is studied. The conclusion is made about the stages of discussions of patriotic political forces and public organizations of the local level to clarify their ideological and pragmatic positions and goals.
