Децентралізація в Україні: перспективи та ризики

Abstract

У статті авторами проаналізовано проблеми реалізації реформи децентралізації в Україні. Наголошено на взаємозв’язку між стійким розвитком держави та ефективною системою управління на всіх рівнях державної влади. Обґрунтовано доцільність децентралізації влади в рамках ефективного протікання трансформаційних процесів в Україні. Визначено ключові дефініції децентралізації. Авторами становлено, що ефективність демократичного транзиту залежить від здатності конструктивно підходити до проведення реформи децентралізації в державі. Обґрунтовано небезпечність централізованої влади для демократичних держав. Наголошено на важливості залучення громадянського суспільства до державотворчих процесів та реформи децентралізації зокрема. Зазначено, що брак інформації серед громадян та відсутність бажання у політичних еліт рахуватися з громадянським суспільством як з повноправним учасником політичного процесу може призводити до деструктивних наслідків під час реформи децентралізації. Виокремлено ключові аспекти сутності децентралізації в Україні, котрі полягають в розширенні повноважень, ресурсів та відповідальності органів місцевого самоврядування. Виділено ключові перспективи від проведення реформи децентралізації в Україні, серед яких найбільш значущими є самостійність прийняття рішень органами місцевої влади, збільшення фінансових можливостей територіальних громад, конкретизація кола відповідальних осіб, відновлення взаємозалежності між напрямками соціально-економічного розвитку регіону та реальними потребами громадян. Конкретизовано потенційні проблеми та ризики, що виникають під час впровадження та реалізації реформи децентралізації, а саме: послаблення державного контролю за діяльністю органів місцевого самоврядування та, як наслідок, недотримання ними законодавчих норм, нецільове використання ресурсів, дестабілізація внутрішньополітичної ситуації, відторгнення населенням реформи децентралізації.

In the article, the authors analyze the problems of realization the decentralization reform in Ukraine. The relationship between the sustainable development of the state and an effective system of management at all levels of state power is emphasized. The expediency of power decentralization within the framework of the effective flow of transformational processes in Ukraine is substantiated. The key definitions of decentralization are defined. The authors establishes that the effectiveness of democratic transit depends on the ability to constructively approach to the decentralization reform in the state. The danger of centralized power for democratic states is substantiated. The importance of involving civil society in state-building processes and decentralization reform in particular is emphasized. It is noted that the lack of information among citizens and the lack of desire of political elites to consider civil society as a full-fledged participant in the political process can lead to destructive consequences during the decentralization reform. The key aspects of the essence of decentralization in Ukraine, which consist in expanding the powers, resources and responsibility of local self-government bodies, are singled out. The key perspectives from the implementation of the decentralization reform in Ukraine are highlighted, among which the most significant are the independence of decision-making by local authorities, increasing the financial capabilities of territorial communities, specifying the circle of responsible persons, restoring interdependence between the directions of socio-economic development of the region and real needs of citizens. The potential problems and risks that arise during the implementation and realization of the decentralization reform are specified, namely: weakening of state control over the activities of local self-government bodies and, as a result, their failure to comply with the legislation, inappropriate use of resources, destabilization of the domestic political situation, rejection of the decentralization reform by the population.
