Реформування місцевого самоврядування в Україні

Abstract

У статті представлено досягнення реформування місцевого самоврядування та специфіки реформи децентралізації влади в Україні в сучасних умовах. Проаналізовано основні етапи реформи децентралізації та досягнення кожного з них. Зазначено, що заслуговують на оцінку лише проміжні результати і досягнення реформування, позаяк на його здійснення вплинула низка явищ і процесів державного та світового рівня. Зокрема всесвітня пандемія Covid-19, втручання країни-агресора в територіальну цілісність і незалежність нашої держави обумовили коригування й відтермінування запланованих заходів третього етапу. Крім того, міграційні процеси та постійна зміна кількості вимушено переміщених та евакуйованих громадян, не лише змінюють демографічну картину в державі, а й вимагають нових підходів щодо моделювання надання адміністративних послуг, послуг соціальної сфери, сфери охорони здоров’я, освіти, тощо. Знищення та руйнування інфраструктури міст, селищ та сіл, руйнування доріг та інші наслідки сучасних подій впливають на ефективність та результативність реформування влади в Україні. Окреслено сутність трирівневої організації адміністративно-територіального устрою сучасної України та простежено його еволюцію. Проаналізовано особливості нормативно-правового регулювання реформування місцевого самоврядування в сучасних умовах та досягнення реформи децентралізації й огріхи її реалізації. Результатом першого етапу реформи місцевого самоврядування стало добровільне об’єднання більшості територіальних громад. Другий етап реформування визначав реалізацію програми розширення повноважень великих міст. Третій етап децентралізації не завершено, оскільки сучасні події в країні корегують терміни його реалізації. Окреслено перспективи розвитку адміністративно-територіального устрою та місцевого самоврядування й визначено можливі перспективи розвитку демократії в Україні.

The article presents the achievements of local self-government reform and the specifics of the reform of power decentralization in Ukraine in modern conditions. The main stages of the decentralization reform and the achievements of each of them are analyzed. It is noted that only the intermediate results and achievements of the reform deserve to be evaluated, since its implementation was influenced by a number of phenomena and processes at the state and world level. In particular, the worldwide Covid-19 pandemic, the intervention of an aggressor country in the territorial integrity and independence of our state caused the adjustment and postponement of the planned measures of the third stage. In addition, migration processes and the constant change in the number of forcibly displaced and evacuated citizens not only change the demographic picture in the state, but also require new approaches to modeling the provision of administrative services, social services, health care, education, etc. The destruction and destruction of the infrastructure of cities, towns and villages, the destruction of roads and other consequences of modern events affect the effectiveness and efficiency of government reform in Ukraine. The essence of the three-level organization of the administrative-territorial system of modern Ukraine is outlined and its evolution is traced. The peculiarities of the normative and legal regulation of local self-government reform in modern conditions and the achievements of the decentralization reform and the failures of its implementation are analyzed. The result of the first stage of local self-government reform was the voluntary unification of most territorial communities. The second stage of the reform determined the implementation of the program of expanding the powers of large cities. The third stage of decentralization has not been completed, as current events in the country are adjusting the terms of its implementation. The prospects for the development of the administrative-territorial system and local self-government are outlined, and possible prospects for the development of democracy in Ukraine are determined.
