Трансформація політичної ментальності українців: сучасні та повоєнні виклики

Abstract

Зазначається, що процес формування політичної ментальності українців здебільшого залежить від історичного досвіду, соціально-політичних норм, традицій і цінностей. Запропоновано три етапи дистанціювання політичної ментальності українців від цінностей політичної системи радянського типу: політична дистиляція, політична сублімація та політична кальцинація. Наголошується, що процес трансформації політичної ментальності характеризується наступними універсальними для українського соціуму рисами: індиферентністю до влади, схильністю до народовладдя, орієнтацією на європейські демократичні цінності, прагненням до незалежності стосунків між державою та суспільством. Акцентується увага на тому, що в основі формування політичного менталітету українців лежить світоглядна інтенція захисту цілісності та самодостатньості українського суспільства, що базуєтся на ідеї «незалежності від», котру необхідно трансформувати в ідею «незалежності для». Аналізуються три складові політичного менталітету: здатність всіх громадян відчувати себе частиною держави; взаємна відповідальність народу та влади; взаємозв'язок і взаємовплив влади та народу через різні функціональні інститути. Визначається, що ключовим повоєнним викликом стане поділ українського суспільства та потенційна можливість загострення протиріч між окремими суспільними групами. Зауважується, що інтеграція до європейської спільноти стане універсальною тенденцією для українського суспільства у повоєнний період. А також активізується питання культури відмови по відношенню до політичних сил, які не змогли адаптуватися до нових соціально-політичних реалій. Підсумовується, що для успішного завершення процесу трансформації політичної ментальності українців необхідно віднайти універсальні методи вирішення вже існуючих та повоєнних викликів, особливо в питаннях консолідації суспільства.

The process of forming the political mentality of Ukrainians depends largely on historical experience, socio-political norms, traditions and values. The authors propose three stages of distancing the political mentality of Ukrainians from the values of the Soviet-type political system: political distillation, political sublimation and political calcination. The process of transformation of the political mentality is characterised by the following universal features of Ukrainian society: indifference to power, a tendency to democracy, orientation towards European democratic values, and a desire for independent relations between the state and society. It is emphasised that the formation of the political mentality of Ukrainians is based on the ideological intention to protect the integrity and self-sufficiency of Ukrainian society, which is based on the idea of "independence from", which must be transformed into the idea of "independence for". The authors analyse three components of the political mentality: the ability of all citizens to feel themselves part of the state; mutual responsibility of the people and the government; interconnection and mutual influence of the government and the people through various functional institutions. It is determined that the key post-war challenge will be the division of Ukrainian society and the potential for aggravation of contradictions between certain social groups. The authors note that integration into the European community will become a universal trend for Ukrainian society in the post-war period. The issue of a culture of rejection in relation to political forces that have failed to adapt to the new socio-political realities is also becoming more active. It is summarised that in order to successfully complete the process of transformation of the political mentality of Ukrainians, it is necessary to find universal methods of solving existing and post-war challenges, especially in the issues of consolidation of society.
