Інноваційні проєкти НАТО у сфері оборони: акселератор оборонних інновацій для Північної Атлантики (DIANA) та інноваційний фонд (NIF)

Abstract

Стаття присвячена дослідженню інноваційних проєктів Північноатлантичного Альянсу (НАТО) у сфері оборони, як-от: Акселератору оборонних інновацій (DIANA), а також Інноваційному фонду (NIF). Презентовано нормативно-правове регулювання та інституційний аспект інноваційної політики НАТО у сфері оборони, що свідчить про активну переорієнтацію Альянсу на нові технології. Проаналізовано нову Стратегічну концепцію 2022 року та ініціативу «НАТО-2030», які демонструють готовність Альянсу до технологічної ери. Акцентовано увагу на ухваленні Космічної політики НАТО (2019), Рамкової політики щодо даних (DEFP) у 2022 році, Стратегії НАТО щодо застосування штучного інтелекту (ШІ) 2021 року, а також Інноваційній політиці щодо людського капіталу (HCIP) та Плану імплементації автономії НАТО 2022 року. Досліджено особливості прийняття Стратегії із квантових технологій на початку 2024 року і Стратегії в галузі біотехнологій у лютому 2024 року. Наголошено на тому, що Альянс активно імплементує ініціативи, такі як Акселератор оборонних інновацій (DIANA) та Інноваційний фонд НАТО (NIF), які є флагманськими проектами Організації у напрямку розвитку інноваційної політики Альянсу у сфері оборонних інновацій. З’ясовано, що оперативність DIANA є важливою для швидкого впровадження нових технологій та її успіх залежить від прогресивного підходу до технологій подвійного призначення і нових методів оборони. Проаналізовано підхід Інноваційного фонду НАТО (NIF), який зменшує ризики і забезпечує стабільність для високотехнологічних стартапів. З’ясовано, що NIF знаходиться на стратегічному перехресті безпеки, технологій і геополітики, готовий до вирішення майбутніх викликів. Констатовано той факт, що для успішної реалізації цілей та завдань Акселератора оборонних інновацій (DIANA) та Інноваційного фонду НАТО (NIF), необхідним є узгодження правильної політики держав-членів НАТО та подолання геополітичних бар'єрів. Резюмовано, що Альянс в умовах сучасних геополітичних викликів докладає максимум зусиль задля розвитку інноваційних проектів у сфері оборони.

The article is devoted to the study of innovative projects of the North Atlantic Alliance (NATO) in the field of defense, such as: The Defense Innovation Accelerator (DIANA) and the Innovation Fund (NIF). The author presents the legal regulation and institutional aspect of NATO's defense innovation policy, which indicates an active reorientation of the Alliance to new technologies. The author analyzes the new Strategic Concept 2022 and the NATO 2030 initiative, which demonstrate the Alliance's readiness for the technological era. Attention is focused on the adoption of the NATO Space Policy (2019), the Data Framework Policy (DEFP) in 2022, the NATO Artificial Intelligence (AI) Strategy 2021, as well as the Human Capital Innovation Policy (HCIP) and the NATO Autonomy Implementation Plan 2022. The peculiarities of the adoption of the Quantum Technology Strategy in early 2024 and the Biotechnology Strategy in February 2024 are investigated. It is emphasized that the Alliance is actively implementing initiatives such as the Defense Innovation Accelerator (DIANA) and the NATO Innovation Fund (NIF), which are the Organization's flagship projects to develop the Alliance's innovation policy in the field of defense innovation. It is found that the efficiency of DIANA is important for the rapid introduction of new technologies and its success depends on a progressive approach to dual-use technologies and new methods of defense. The article analyzes the approach of the NATO Innovation Fund (NIF), which reduces risks and provides stability for hightech startups. It is found that the NIF is located at the strategic crossroads of security, technology and geopolitics, ready to meet future challenges. It is stated that in order to successfully implement the goals and objectives of the Defense Innovation Accelerator (DIANA) and the NATO Innovation Fund (NIF), it is necessary to coordinate the correct policies of NATO member states and overcome geopolitical barriers. It is summarized that the Alliance is making every effort to develop innovative projects in the field of defense in the context of current geopolitical challenges.
