Місце силових структур у системі політичної влади держав із «гібридними режимами»

Abstract

У статті осмислюється проблема місця силових структур у політичній системі держав перехідного типу. Визначено характер та види участі силових структур у системі політичної влади, рівень їх впливу на політичну владу та участь у прийнятті управлінських рішень. Зазначається, що в умовах трансформації суспільства, коли політичний режим набуває ознак «гібридизації», силові структури залишаються найбільш ефективним, вирішальним джерелом влади, її органічним компонентом. Відмічається фрагментованість силових структур та низький рівень довіри до них із боку громадянського суспільства.

In the article become clear the problem of the force structure in the political system of the states of transient period. Defined the character and types force structure which are involved in the system of political authorities, level of them impact on political authorities and taking part of make manage decision. Is pointed out that in the condition of society transformation when the political regime gain the sign “hybridization” of the forces structure and stay more effective, decisived source of power her organic component. It is being noted fragmentation and low level credibility force structure from the side of civil society.
