Партійна система в контексті функціонування атипової напівпрезидентської системи правління в Киргизькій Республіці (1993–2010)

Abstract

Визначено конституційні системи державного правління у рамках республіканської форми державного правління. Проаналізовано особливості функціонування інституту вотуму недовіри уряду в Киргизькій Республіці у 1993–2010 рр. Напівпрезидентську систему правління в Киргизькій Республіці у 1993–2010 рр. визначено як атипову. Запропоновано авторську методику визначення типів партійних систем. Виділено типи партійної системи у контексті функціонування атипової напівпрезидентської системи правління в Киргизькій Республіці у 1993–2010 рр.

The author analyzed the systems of government within the framework of a republican form of government. Atypical semi-presidential systems of government in the Post-Soviet countries requires a detailed analysis in Political Science. In this context, the analysis of party system in atypical semi-presidential system of government in the Kyrgyz Republic (in 1993–2010) is extremely actual. The purpose of the article is to determine the types of party system in atypical semi-presidential system of government in the Kyrgyz Republic (in 1993–2010). New institutionalism and its various types and paradigms are chosen as theoretical and methodological basis of the proposed research. As a result of the article, it is argued that parliamentary vote of no confidence in government does not automatically lead to government’s resignation, since it depends on the position/will of a president in the Kyrgyz Republic (in 1993–2010). It determines the atypicality of semi-presidential (constitutional) system of government in the analyzed country. Based on the author’s methodology, it was classified the types of party system in atypical semi-presidential system of government in the Kyrgyz Republic (in 1993–2010). Consequently, it is argued that party system in the Kyrgyz Republic (in 1993–2010) evolved from a single-party system with a low level of non-partisanship to a non-partisan system and from a non-party system – to a moderate multiparty system with one super-dominant party.
