Зарубіжний досвід розвитку сільських територій

Abstract

У статті розглянуто міжнародний досвід розвитку сільських територій. Особливу увагу приділено вивченню концепцій інституційного та організаційно-економічного розвитку зазначених територій України на основі використання досвіду країн-членів ЄС, США та Канади. Кооперацію визначено як один із стратегічних напрямів розвитку українського села та узагальнено необхідні умови для розвитку сільських територій в Україні.

The article considers the international experience of rural development. The purpose of this study is to study the development policy of foreign countries and the interpretation of their methods for application in the Ukrainian realities of economic regulation and rural development. A systematic approach to the study of economic phenomena, a monographic method, a dialectical method of cognition to the action of economic laws and a method of abstraction are used. The national rural development policy must be built on a scientific basis and the experience of developed countries is proved.Particular attention is paid to the study of concepts of institutional and organizational and economic development of rural areas of Ukraine to use the experience of EU member states, the United States and Canada. In the EU, the main areas for rural development are concentrated under the Common Agricultural Policy (CAP), and are as follows: the formation of a just society, democratization of governance, rural development, scientific and technological development, environmental security and national health. In the United States, the main measures and areas of support are not allocated to individual programs, but are part of the policy as a whole. Cooperation is defined as one of the strategic directions of development of the Ukrainian village. The conclusion is, that the cooperative operation in the conditions of the formed multidimensional changes in the social order in the countryside is an effective means of stimulating commodity producers, improvement of the status and types of provision of various nonagricultural services. Thе agricultural servicing cooperatives, It turned out, can become full participants in market relations, freely compete with intermediary structures, gived quality services to commodity producers and rural population.The necessary conditions for the development of rural areas in Ukraine are summarized.
