Європейський Союз на шляху до цифрових трансформацій: досвід для України

Abstract

У статті розглядаються питання, пов’язані з особливостями процесу цифрових трансформацій в країнах Європейського Союзу та Україні. Авторами проаналізовано рівень цифровізації країн-членів Європейського Союзу, їхнього технологічного розвитку та ступеня запровадження інноваційних технологій з допомогою індексу цифрової економіки та суспільства (DESI).Проведено оцінку складових індексу DESI та окреслено проблеми інтеграції цифрових технологій у сферу бізнесу, держави та розвитку базових цифрових навичок у населення. З’ясовано, що включення України до DESI допоможе реалізувати державний потенціал цифрової конкурентоспроможності та сприятиме інтеграції країни до Єдиного цифрового ринку ЄС. Висвітлено основні проблеми, об’єктивні передумови виникнення та позитивні ефекти процесів цифрової трансформації глобальної економіки. Отримано загальну характеристику ефективності цифрової політики окремих держав-членів ЄС; визначено сфери, у яких результати цифрової діяльності держав-членів ЄС можуть бути покращені; проведено порівняльний аналіз цифрового розвитку країн ЄС відповідно до показників індексу DESI. Досвід європейських країн може бути корисним для України на шляху її інтеграції до Єдиного цифрового ринку ЄС.

The article examines issues related to the peculiarities of the process of digital transformations in the countries of the European Union and in Ukraine. The authors analyzed the level of digitalization of the member states of the European Union, their technological development and the degree of introduction of innovative technologies using the digital economy and society index (DESI). The components of the DESI index were assessed and the problems of integrating digital technologies into the sphere of business, the state and the development of basic digital skills among the population were outlined. It was found that the inclusion of Ukraine in DESI will help realize the state potential of digital competitiveness and contribute to integration into the EU Single Digital Market. The main problems, objective prerequisites for the emergence and positive effects of the processes of digital transformation of the global economy are highlighted. A general description of the effectiveness of the digital policy of individual EU member states was obtained; the areas in which the results of the digital activities of the EU member states can be improved are defined; a comparative analysis of the digital development of the EU countries according to the indicators of the DESI index was carried out. The experience of European countries can be useful for Ukraine on the way to its integration into the EU’s Single Digital Market. Key words:
