Проблеми та перспективи розвитку відносин України з державами Глобального Півдня

Abstract

Статтю присвячено аналізу позиції України щодо перспектив розвитку відносин з державами Глобального Півдня, роль яких у сучасних міжнародних відносинах має стабільну тенденцію до зростання. Особливу увагу приділено розгляду причин низького рівня співробітництва між Україною та державами Глобального Півдня у ХХІ столітті; визначено, що в основі роботи щодо налагодження співробітництва з названими державами доцільно використовувати регіональний підхід; надано характеристику поглядів українських дипломатів щодо потенціалу та існуючих перешкод на шляху розширення співробітництва України з означеними державами; досліджено ініціативи України, які мали позитивний вплив на розвиток співробітництва з державами Глобального Півдня, зокрема зернові ініціативи та програма Grain from Ukraine.

The article analyses Ukraine’s position on the prospects for the development of relations with the Global South, whose role in modern international relations has a stable upward trend. Particular attention was paid to the reasons for the low level of cooperation between Ukraine and the Global South in the twenty-first century; it was determined that the regional approach should be used as the basis for establishing cooperation with these states; the author describes the views of Ukrainian diplomats on the potential and existing obstacles to expanding Ukraine’s cooperation with these states; and the author examines Ukraine’s initiatives that had a positive impact on the development of cooperation with the Global South. Particular attention was paid to the analysis of Ukraine’s position on the development of cooperation with African countries. It was noted that in the context of the development of relations with African countries, Ukraine was actively involved in various initiatives to maintain stability and peace in Africa. The active participation of Ukrainian peacekeepers in missions in Mali, South Sudan, and the Democratic Republic of the Congo under the auspices of the UN can serve as a confirmation of this thesis. Ukraine’s steps towards establishing cooperation with African regional organisations, such as the Southern African Development Community (SADC), were also described. It was found that the Grain from Ukraine initiative, which provides the poorest countries in Asia and Africa with essential food products, has an unprecedented impact on the development of cooperation with the African continent. The author describes Ukraine’s steps to intensify cooperation with Latin American countries, primarily with such countries as Brazil and Argentina. The author suggests that with the new President of Argentina, J. Milei, who is pro-Ukrainian, unlike his predecessor, it will be easier for Ukraine to develop cooperation and enlist its support in the international arena. This thesis can be confirmed by his proposal to hold a summit in Argentina with the participation of the countries of the region dedicated to achieving peace in Ukraine, which is fully in line with the interests of our country. Ukraine’s steps towards developing relations with Asian countries have been analysed.
