Класифікація видів оцінки ефективності поліцейської діяльності

Abstract

В статті здійснено аналіз видів оцінювання поліцейської діяльності через призму концептуальності поняття «ефективність», загальнонауковими ознаками якої є: 1) притаманність категорії «ефективність» оціночного характеру; 2) відображення за її допомогою рівня досягнення мети діяльності та врахування затрачених для цього витрат і ресурсів; 3) здійснення характеристики рівня ефективності за допомогою кількісних та якісних критеріїв, система яких не є сталою та може змінюватися залежно від низки чинників об’єктивного та суб’єктивного характеру. Наголошено на тому, що оцінка ефективності поліцейської діяльності має базуватись на співвідношенні отриманого результату та затрачених для цього витратах і ресурсах. Класифікацію видів оцінювання ефективності поліцейської діяльності визначено нами як процес їх групування за ознаками спорідненості та відмінності. В поданому дослідженні дістали подальшого розвитку наукові положення щодо класифікації видів оцінювання ефективності поліцейської діяльності. Запропоновано авторську класифікацію видів оцінювання ефективності поліцейської діяльності, які розподілено: в залежності від суб’єкта, який здійснює оцінювання на державне (надвідомче і відомче) та громадське; в залежності від масштабу оцінювання на загальнодержавне та територіальне; в залежності від об’єкту оцінювання на загальне, спеціальне, персональне; в залежності від змісту оцінювання на статистичне та соціологічне. Наголошено на тому, що визначені критерії не є взаємовиключними, оскільки оцінювання поліцейської діяльності зазвичай включає комбінацію різних видів для отримання повної комплексної картини ефективності поліцейської діяльності та може враховувати специфічні потреби та вимоги кожного регіону чи органу правопорядку. Зазначено, що класифікація видів оцінювання ефективності поліцейської діяльності носить суто теоретичний характер і дозволяє більш глибоко з’ясувати її зміст та юридичну природу.

The article analyzes the types of assessment of police activity through the prism of the conceptuality of the concept of «effectiveness», the general scientific features of which are: 1) the inherent nature of the category «effectiveness» of an evaluative nature; 2) display with its help the level of achievement of the goal of the activity and taking into account the costs and resources spent for this; 3) implementation of the characterization of the level of efficiency using quantitative and qualitative criteria, the system of which is not stable and may change depending on a number of factors of an objective and subjective nature. It was emphasized that the evaluation of the effectiveness of police activity should be based on the ratio of the obtained result and the costs and resources spent for it. We defined the classification of types of evaluation of the effectiveness of police activity as the process of grouping them according to the signs of kinship and difference. In the presented study, the scientific provisions regarding the classification of types of evaluation of the effectiveness of police activity were further developed. The author’s classification of the types of evaluation of the effectiveness of police activity is proposed, which are divided: depending on the entity that performs the evaluation into state (supra-departmental and departmental) and public; depending on the scale of the national and territorial assessment; depending on the object of assessment for general, special, personal; depending on the content of the statistical and sociological assessment. It is emphasized that the identified criteria are not mutually exclusive, as the evaluation of policing usually involves a combination of different types to obtain a complete comprehensive picture of the effectiveness of policing and may take into account the specific needs and requirements of each region or law enforcement agency. It is noted that the classification of the types of evaluation of the effectiveness of police activity is purely theoretical in nature and allows for a more in-depth clarification of its content and legal nature.
